The Grants, Compliance, and Partnership Manager at iDE Nepal will ensure that all projects and operations adhere to internal policies, donor regulations, and legal requirements. This role involves developing and managing strategic partnerships with implementing partners, development organisations, and the private sector. The ideal candidate will have strong analytical skills, attention to detail, and the ability to build and maintain effective relationships with partners and stakeholders.

Grants Management:

  • Initiate and prepare sub-awards following iDE policy and procedures.
  • Roll out sub-awards in coordination with thematic leads.
  • Review of financial report received from sub-awardees and process for the payment following iDE authorization and approval matrix
  • Financial and compliance monitor of the sub-awardees on a regular interval and as and when required.
  • Provide guidance on compliance and financial management to the sub-awardees
  • Prepare donor budget in consultation with DFO and headquarter
  • Prepare donor contract using iDE/ donor template in coordination with Global Operation

Compliance Management:

  • Develop, implement, and oversee compliance to ensure adherence to internal policies and donor requirements.
  • Conduct regular monitoring visits to the partner organisations to ensure the execution of compliance standards.
  • Monitor and ensure compliance with local laws and regulations.
  • Prepare and submit compliance reports to the Country Director and prepare an action plan for further improvement.
  • Ensure partner sub-grants are disbursed and accounted for in line with contractual requirements
  • Monitor and review regulatory, legislative and operational changes, and subsequently offer advice in the development, review, and modification of relevant policies and procedures. Conduct routine compliance reviews of the grant programs.

Partnership Management:

  • Identify, develop, and maintain relationships with local implementing partners and private sector partners.
  • Prepare partnership policies, guidelines and provide orientation to the implementing partners and program team.
  • Lead the timely development, review and approval of amendments to the sub-agreements ensuring adherence to applicable rules and regulations; funder and iDE requirements.
  • Periodically organize a partner's review meeting and document the outcome of the meeting.
  • Lead the negotiation and management of partnership agreements and MOUs.
  • Capacity Assessment of local implementing partners and designed the appropriate capacity building plan.
  • Monitor and evaluate the effectiveness of partnerships and recommend improvements.
  • Liaise with Social Welfare Council and related government entities

Risk Management:

  • Identify potential compliance and partnership risks and develop mitigation strategies.
  • Work closely with the Director of Finance and Operations (DFO) to address and resolve compliance issues.
  • Maintain an updated risk register and report on risk management activities.

Reporting and Documentation:

  • Ensure accurate and timely documentation and reporting of compliance and partnership activities.
  • Prepare donor financial report in coordination with finance team
  • Review and monitor grant expenditures to ensure compliance with donor regulations and financial reporting guidelines. Ensure timely submission of financial reports according to donor requirements.
  • Maintain comprehensive records of all compliance-related activities, audits, and partnership agreements.
  • Assist in the preparation of annual reports and other documentation as needed.

Capacity Building:

  • Develop and distribute educational materials on compliance standards, accountability tools and practices.
  • Design Capacity development plan on an annual basis and operationalized the plan in close coordination with the partners.
  • Provide mentoring and coaching to partners to enhance their capacity in compliance and partnership management.
  • Facilitate workshops and seminars to build skills and knowledge among partners and staff.
  • Support partners in developing and implementing their own compliance and risk management frameworks.

Requirements

  • Master with 6 years’ experience on manager/coordinator level or Graduate with 10 years’ experience.
  • Bachelor’s level degree in accounting, finance, business administration, management, or related field; Master’s preferred.
  • Minimum of 5 years of experience in the financial management of grants; preference to those with USAID grant and contract experience.
  • Excellent financial and accounting skills with advanced Excel skills. Experience with Oracle NetSuite or similar modern, cloud-based ERP systems is strongly preferred.
  • Proven experience and performance, compliance, and partnership management.
  • Coaching and mentoring partner organisations and overseeing compliance for project agreements & donors’ rules and regulations.
  • Ability to set priorities and multi-task while maintaining accuracy and meeting deadlines;
  • Sound judgement and ability to handle confidential information with discretion and professionalism
  • Excellent interpersonal and leadership skills; ability to work with various national and international team members and with a broad range of public and private sector and NGO partners.
  • Ability to travel and undertake fieldwork in rural contexts
  • Personal qualities of integrity, credibility, and dedication to the mission of iDE;
  • Ability to thrive as part of a team with diverse experience, expertise, skills and objectives.
