The hiring range for this role is:

107,666.00 - 150,995.00

This is the lowest to highest salary we, in good faith, believe we would pay for this role at the time of this posting. We may ultimately pay more or less than the hiring range and this hiring range may also be modified in the future. A candidate’s position within the hiring range may be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, relevant experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs. This job is also eligible for annual bonus incentive pay.

This role is responsible for developing and managing community partnerships with federal employee community support associations on behalf of FEP to deliver the community relations strategic goals and initiatives that raise awareness of the Federal Employees Health Benefit (FEHB) Federal Dental and Vision Insurance Program (FEDVIP) programs and Blue Cross Blue Shield medical, dental, and vision insurance products while positioning the Association as an authentic partner and supporter of the federal employee community. Manages a budget and manages all related activities that maximize engagement opportunities with eligibles and members that supports FEDVIP enrollment and retention goals.

  • Develop, implement, and manage the uniformed services relations community outreach strategy and associated outreach plan. Manage all aspects of partner organizations relationships and event execution including selection and payment of partnerships/sponsorships, staffing of events, give away and product education material selection, digital and print advertisement placements, exhibit selection and furnishing, on-site oversight of team engagements, speaking engagements, and attendance at social events.
  • Progressively and thoughtfully grow the number of uniformed services partnerships and investment in each partnership. Review sponsorship prospectus’ and meet with organization staff to assess, categorize, and prioritize partnerships according to their membership and in-person/digital reach Build and maintain collaborative business relationships, acting as the primary contact for over 25 uniformed services community supporting organizations associations and their leadership teams. Collaborate and participate on partner organizations boards or committees when invited. Maintain spreadsheets of partnerships and create tailored strategic plans for each partnership.
  • Develop and manage the annual uniformed services community outreach budget and examine and determine the level of sponsorship investment for each partnership to ensure the best return on investment and maximum exposure for contributions. Maintain budget spreadsheets and keep the Director of FEP Community Relations informed on budgetary accuracy.
  • Attend meetings, review draft materials, and coordinate with product education team members to identify and develop digital (social media, videos, webinars etc.) and print advertisement/product education materials based on member/attendee demographics to effectively promote FEDVIP products and initiatives. Develop and sustain communication channels that reach both active and retired uniformed service members and military spouses. Coordinate with appropriate product education staff to identify, plan, and track give away and product education materials inventory based on historical use and the planned events schedule.
  • Act as uniformed service community subject matter expert for Association, Plan, marketing partner, and vendor staff. Work with Senior Plan Managers and Director of FEDVIP Plan Relations to ensure local Plans connect with local chapters of uniformed services community partners to maximize engagement and visibility nationally and locally. Develop and utilize landing pages on the company intranet (Blue Web) to publish/share information on resources to help Plans with their local engagement. Prepare and offer in-person or virtual briefings to Plan Field Representatives on how to best engage with and support local uniformed services communities and supporting partners. Attend meetings with ECOB staff, marketing partners, and vendors to conduct stakeholder analysis and provide advice on benefit, advertising, and product education development related to the uniformed service audiences.
  • Provide regular, detailed reports on uniformed service relations activities and outcomes. Conduct pre- and post-event briefings to identify areas of improvement. Plan follow up meetings or send written feedback to partner organization leadership to provide feedback and discuss support and engagement for future sponsorships. Help develop social media messages that highlight the scope and impact of engagements and sponsorships.
  • Manage all aspects of the Association’s Uniformed Services Advisory Board including budget management, contract development, member selection and onboarding, member communication and contact lists, and assignments at outreach events. Use associated board management software and email to keep members informed of uniformed service relations events and outcomes.

Education, Experience, and Certifications

Education
Required: Bachelors Degree in a business field or related equivalent work experience.

Experience
Required: Minimum of 6 years related experience within health care, specifically the health insurance industry with progressive responsibilities.

Required: Minimum of years 5 years related experience with relationship management responsibility for large associations and a minimum of 5 yrs experience with benefit plans incl medical, dental and vision as well as the ability to explain how to use these benefits.

Required: Minimum of 3 years’ experience in public speaking.

Preferred: Minimum of 6 years of experience within FEP and demonstrated knowledge of FEP business accountabilities. Minimum of 5 years of experience in public speaking, with a demonstrated ability to present to small and large groups.Minimum 4 years of experience with developing and executing customized communication strategies for large or small groups.

Preferred: Minimum of seven years related business experience which demonstrates knowledge of general business practices and processes.

  • Excellent communication skills, both written and oral.
