ELS is looking for an expert modeller to join the Public Health Team in the Health Division. Successful applicants will work in a dynamic team of health economists and policy experts and statisticians to develop policy advice and make the economic case for scaling up investments in public health policies. They will work on a number of projects, reflecting country policy interests and the programme of work of the Health Division.

The successful candidate will have previous experience in coordinating complex modelling efforts, with previous work on health and public health projects being an additional asset. Strong C++ object-oriented coding and system design experience (or equivalent experience in Java or in any other object-oriented language) and an interest in scientific research will also be required. The selected candidate will also have an ability to translate policy questions into the design of models and ability to interpret the results of such models into policy relevant terms. She/he will be working on one or more projects such as: preventing, controlling and managing non-communicable diseases, tackling antimicrobial resistance and pandemic preparedness.

Successful candidates will integrate a team and be supervised by a senior health policy analyst.

Main Responsibilities

  • Coordinate technical aspects related to the development of microsimulation and agent-based platforms including the design of future developments, based on a modular system, and the development of C++ code;
  • Ensure consistency across projects and team members in operations related to data management (e.g. preparation of inputs to the model and the management of outputs to produce tables and figures);
  • Ensure the implementation of actions and best practices to maximise synergies across the various modelling-based projects in the Division.
  • Take part in the analysis of the outputs of the modelling work and draft analytic, statistical and policy-relevant reports;
  • Maintain a clear and analytically rigorous frameworks for all the modelling-based analyses;
  • Draft reports based on modelling work, describing the methodological approach used to carry out the analyses and explaining the implications of the results for policy;
  • Ensure that the documentation of the platforms and newly developed code meet the highest qualitative standards.
  • Act as the main liaison for technical issues related to the modelling platforms with other members of the team as well as technical staff and analysts in countries, the Directorate and in other OECD Directorates;
  • Present research findings, and represent the Organisation in events. Contribute to relevalt discussions and animate expert groups;
  • Contribute to fundraising efforts.

Requirements

Ideal Candidate Profile

Academic Background:

  • An advanced university degree in mathematics, statistics, natural sciences, engineering, social sciences, computer science or another relevant discipline is required;
  • Additional and/or relevant work experience may be accepted in lieu of the advanced university degree.

Professional Background:

  • A minimum of five years of experience in similar roles, acquired in a national administration, international organisation, university or research centre;
  • Knowledge of C++ object-oriented coding and system design experience, or equivalent experience in Java or in any other object-oriented language;
  • Experience in contributing to complex modelling efforts in supervising and in supervising more junior team members;
  • Knowledge of health economics and/or public health would be an asset;
  • Proven ability to draft reports as shown by research and publications.
  • Good interpersonal skills, including the ability to maintain harmonious working relations with staff at all levels in a multicultural environment is essential;

Tools:

  • Strong knowledge of C++ object-oriented coding and python.
  • Experience of version control systems and associated platforms (Git, GitHub/Lab)

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level;
  • Knowledge of other languages would be an asset.
