HEABC leads and supports the strategic planning related to human resources and labour relations on behalf of British Columbia’s publicly funded health employers. HEABC is responsible for negotiating provincial agreements for 138,000 unionized health care employees including nurses, physician residents, ambulance paramedics, health science professionals, and more.

The successful candidate may be permitted to work in a hybrid model (combination of in-office and flexible work location) and will live within commuting distance of our Vancouver office.

OPPORTUNITY:

Reporting to the Chief Financial Officer, the Director, Project Management Office (the Director) provides strategic leadership and oversight to the Project Management Office within HEABC, a centralized team of project management personnel and resources.

The Director works with senior leadership to develop and implement strategic, tactical, and operational initiatives that support HEABC’s strategic areas of focus, including provincial negotiations and collective bargaining, contract implementation, provincial committees and working groups, excluded compensation, and the delivery of provincial programs. The Director provides direction to project management personnel to ensure that the project scope of work is completed on time and on budget. Leads others toward the achievement of project goals through effectively communicating the project vision, coordinating resources, advancing priorities, and promoting collaboration and commitment.

Key contacts are with senior leaders and collaborators at all levels to consult, negotiate and ensure commitment to project goals. The Director also liaises with external agencies such as the Public Sector Employers’ Council, the Ministry of Health, HEABC member organizations, and bargaining associations. The role routinely leads, chairs, or participates in various key provincial committees and working groups on behalf of HEABC.

Required Experience & Knowledge:

Master’s degree in health, business, or public administration or a related field together with a Project Management Professional (PMP) certification recognized by the Project Management Institute. Ten (10) or more years recent, related experience in project management, including experience in all phases of project management, preferably in a labour relations and/or health care environment.

  • Comprehensive knowledge of project management principles and methodologies.
  • Demonstrated ability to foster collaboration and effective working relationships that promote cooperative goals and contribute to an atmosphere of trust and mutual respect.
  • Demonstrated ability to inspire a shared vision and align performance goals and objectives for teams and individuals to ensure alignment with strategy, while maintaining group cohesiveness, motivation, commitment, and effectiveness.
  • Demonstrated ability to utilize initiative, vision, independent thinking, and creative problem-solving abilities to implement project plans and realize project completion.
  • Demonstrated ability in applying superior conflict management skills and expertise to persuade and negotiate effective resolution of issues and disputes.
  • Exceptional verbal and written communication skills to effectively present information to relevant internal and external parties.

Salary Range: $116,591 to $153,025

Typical Hiring Range: $116,591 to 145,739

In determining salary, HEABC considers many factors including the successful candidate’s skillset and experience as well as internal equity. The final salary offer will be at HEABC’s sole discretion and presented as part of a competitive total compensation package.
