The Government and Stakeholder Relations Manager will direct, research and execute comprehensive policy, political, regulatory and stakeholder strategies at the local, provincial and federal government levels that support and promote the mission and broad objectives of Mosaic and the potash industry. This person will identify, analyze and anticipate emerging local, provincial and federal public policy issues and trends and set functional strategies for Mosaic; develop and execute strategic provincial and federal government advocacy plans before a wide variety of external audiences to favorably position Mosaic in relation to emerging issues and enhance trust and goodwill towards the company, the potash sector, and the mining industry more broadly; deliver plans to avoid new government enacted business costs, change policy/regulations to support efficient and continued operations and garner support for programs/funding or incentives that support long-term operational success.

At the same time, this person will develop, direct and execute comprehensive policy and strategy related to Indigenous and Engagement for Mosaic’s Canadian Operations footprint through constant interaction and communication with Indigenous leadership, organizations, projects and communities; and in collaboration with colleagues at all levels of the business who have a vested interest in the success of strategic outcomes.

Additional responsibilities include advising, consulting and collaborating with internal business partners such as, Human Resources, Law, Finance, Tax, Land and Minerals, Energy/Power, Sustainability/Regulatory, Operations and Procurement departments, as well as with other senior leaders and Mosaic colleagues globally to address and resolve key issues that could impact Mosaic’s ability to operate, as well as leveraging, identifying and developing new external coalitions and allies that will position Mosaic for success and minimize or mitigate risks and obstacles.

This person will work to coordinate Mosaic’s engagement and, in some cases, serve as a representative with the Canadian Chamber of Commerce, Fertilizer Canada, the Saskatchewan Mining Association, the Saskatchewan Chamber of Commerce, and other key trade associations and alliances.

What will you do?

  • Provincial and Local (Civic and RMs) Government Relations and Political Strategy and Stakeholder Relations – Identify, evaluate and understand emerging legislative and regulatory issues that impact Mosaic’s Canadian operations and business and engage strategically in public policy debate and advocacy. Proactively develop and advance Mosaic’s position to a wide range of provincial and local lawmakers and thought leaders. Monitor and observe Saskatchewan’s legislative sessions and ready Mosaic to take advantage of opportunities and minimize political or adversarial risks. Serve as a representative for Mosaic in local and provincial government events or meetings and represent the company before a myriad of audiences and interests. Serve as advisor or member with industry associations and other organizations and play an integral role in directing the political strategy and activities of the company at the local and provincial levels through these mechanisms. Foster and cultivate new and existing relationships that benefit and increase goodwill toward the company.
  • Canadian Federal Government Relations and Political Strategy – Identify, evaluate and understand emerging legislative and regulatory issues that impact Mosaic and the potash industry in Canada and engage strategically in public policy debate and advocacy. Proactively develop and advance Mosaic’s position to a wide range of federal lawmakers at all levels, up to and including members of cabinet, bureaucracy and thought leaders. Monitor and observe Canada’s parliamentary sessions and ready Mosaic to take advantage of opportunities and minimize political or adversarial risks. Serve as the main contact for Mosaic in federal government events or meetings and represent the company before a myriad of audiences and interests. Conduct regular, targeted outreach to key contacts and create greater federal profile for Mosaic and potash.. Serve as advisor and/or as a representative with organizations like the Canadian Chamber and Fertilizer Canada and other organizations and play an integral role in directing the political strategy and activities of the company at the federal level. Foster and cultivate new and existing relationships that benefit and increase goodwill toward the company.
  • Lead the development and execution of Mosaic’s Indigenous Engagement Strategy for its Canadian operations – Identify, assess and understand opportunities and challenges related to the advancement of Indigenous people, businesses and communities through strategic implementation of goals and activities within the company, in close collaboration with Human Resources, Procurement and Operations. Build, sustain and manage relationships with key Indigenous leaders throughout Saskatchewan with particular emphasis on Treaty 4 and operating area communities and leadership, including 15+ Indigenous communities that surround Mosaic’s Saskatchewan operations. Influence favorable perceptions with Indigenous communities of Mosaic and of mining and potash, in general, and maintain our social license to operate. Serve as the primary face of Mosaic at Indigenous and meetings; navigate a myriad of requests from Indigenous communities and carefully select initiatives that will bring the greatest mutual benefit to Mosaic and its Indigenous partners.
  • Public Affairs –Work with the Canadian Public Affairs team to develop and execute broad corporate strategies for influencing favourable perceptions with the general public and key constituents in operating areas. Manage issues affecting multiple functional groups, which will include collaborating with and providing strategic public affairs counsel to leadership, developing multi-disciplinary public affairs and stakeholder engagement plans, and ensuring consistency and synchronicity in communications, government relations, Indigenous outreach and community relations. Work with members of the global Public Affairs team in Florida and Brazil to identify significant policy trends and issues and help craft and deliver the Mosaic story in ways that increase support for mining operations and maintain license to operate. Research, develop and create internal and external communications with a focus on building a greater understanding among non-technical audiences who are integral to Mosaic’s continued operations in Canada. Serve as company spokesperson as needed. Engage in special projects as required.
  • Management – Oversee and evaluate consultants to ensure the value and use of external resources is maximized for government or stakeholder relations activities. Lead Indigenous Engagement Coordinator role. Develop and coach employee to retain and expand organizational talent through focused attention and effort. Provide timely and constructive feedback on a regular basis to ensure employees have a clear understanding of their work, roles and the business. Manage performance issues when necessary. Work with employee on their career development plans. Other miscellaneous duties as required.

What do you need for this role?

  • Bachelor's degree in Public Relations, Journalism, Communication, Business or related field
  • 10+ years of public affairs and government relations experience required.
  • 5+ years of experience with Corporate Communications and Corporate Public Affairs is required.
  • 5+ years of experience with Canadian, Saskatchewan law and regulatory frameworks, including good familiarity with environmental law, tax law, and mineral policy.
  • 5+ years of strong experience with media and crisis preparedness and training
  • 3-5 years’ experience with strategic planning, including strategy development with measurable goals and outcomes.
  • 3-5 years’ experience with project management, including preparing briefing documents, presentations and working with a variety of communications tools
  • Strong experience with stakeholder and government relations.
  • 3-5 years of prior experience with leading, supervising developing and managing talent preferred.
  • Strong verbal and written communication skills, including excellent presentation, facilitation and listening skills
  • Ability to understand and communicate persuasively about highly technical issues employees, potential external allies and opponents, and the public at all levels
  • Highly professional demeanor and must have diplomacy skills
  • Positive and goal-oriented individual who exhibits uncompromising principles and a superior work ethic
  • Ability to create effective partnerships at all levels of a highly-matrixed organization
  • Strong business acumen
