Job Description:

Job Purpose/Overview

Manage assigned utilities including overseeing operations and maintaining and upgrading systems. Provide engineering/management direction for the functioning of other utilities, such as WWTP, water supply treatment plant, electrical utility distribution systems and building utility systems, including HVAC systems and Freezer and cold room. Provide system review and engineering consultation to physical plant planning on campus for facilities planning, capital projects and renovations. Provide up-to-date technical information on all utility systems and coordinate the development of project data and maintain record drawings. Design mechanical systems for renovations/system upgrades (such as HVAC, water, etc.), prepare specifications cost estimating for bid and project manage, as required. Organize and/or provide training to maintenance/technical staff. Monitor energy consumption and develop ways to reduce use and costs. Supervise staff and contractors assigned to utilities and systems. Stay current on federal and state regulations and coordinate compliance. Maintain records and prepare reports on special utility projects. Manage budgets and assist with bids and negotiations of contracts for assigned utilities/systems. Attend seminars, meetings and workshops in order to remain informed of latest developments in utilities engineering. Lead root cause analysis related to % of factory machine downtime to build effectiveness of reliability by using PDCA technique and using reliability measurement (MTTR, MTBF). Identify, Forecast and Plan for all critical spare part and equipment to ensure the business continuity. Execute and Close gap from any audit (CAPA/FMOS/Safety) within timeline Handle functional audit related to Mechanical system as well as close gap if there is any auditor’s recommendation provided (CAPA/FMOS/Safety, etc.) Initiate planning and scheduling tools for Reliability planned downtime by cooperate with Reliability Planner and Improve the effectiveness of rolling plan. Perform related duties as assigned.
