Job Description:

Oregon State Treasury is looking for a seasoned and experienced Investment Analyst to join our Public Equity team! This position assists managing existing investment manager relationships, managing portfolio structure, and evaluating performance and assessing risk.

Job Duties Summary

  • Assists with Public Equity external manager oversight, which includes identifying new investment opportunities and assists with new manager searches. Performs equity and foreign exchange trading activities at the discretion of the Senior Investment Officer.

  • Performs onsite due diligence visits and document said visits at the discretion of the Senior Investment Officer.

  • Facilitates periodic cash and foreign currency transfers between Oregon State Treasury managed accounts held in trust at the State’s custody bank. Creates necessary documents, secures approved signatures, transmits relevant information to all concerned parties, and retains file copies pertaining to intra-bank and inter-bank cash transfers. Position requires understanding of public equity markets and use of custody bank software.

  • Works with Oregon’s Proxy Voting agent to facilitate proxy voting related activities.

  • Works with relevant parties in the renewal and opening process of “new countries” equity markets which Oregon seeks to invest.

  • Develops and produces routine reporting across multiple data sources and systems in supporting the oversight of investment programs.

  • Facilitates the tracking, updating, dissemination, and file retention of Investment Management Agreements (IMAs) that pertain to the Public Equity asset class.

  • Assist in coordinating and participating in Public Equity calls/meetings by tracking the receipt of relevant materials and maintaining electronic documentation (notes) of all such events.

  • Aids in formulating board and committee materials such as memos and presentations.

  • Performs various research projects as requested by Public Equity Investment Officers.

Work Schedule

This position will have the opportunity for a hybrid (remote and in-office) work location schedule; in-office work will be predominately from Treasury’s ​Tigard office​. This position is required to work in the office one day per week with additional time in the office while in training.

Salary Range

$79,620‬ - $122,400‬ annually.

There is a 6.55% cost of living adjustment that will be applied to the salary listed above. This is scheduled to happen in either January or February 2025.

Job Classification

This position is classified as an ​Investment Analyst 3​. This position is ​a SEIU represented position​. The Investment Analyst 3 is the third and senior professional level of a three level series.

Required Minimum Qualifications

  • A Bachelor’s Degree in Business or Finance, or any other degree demonstrating the capacity for the above listed knowledge and skills and six years of professional experience in a similar analytical, operational or project management role; OR

  • A valid certification as a Chartered Financial Analyst (CFA) and 5 years of experience; OR

  • Any combination of experience and education equivalent to nine years of experience that typically supports the knowledge and skills for the classification.

  • A Master’s Degree in Business or Finance, or any other degree demonstrating the capacity for the above listed knowledge and skills will substitute for one year of the required experience.

  • CFA designation or work towards the designation.
