Job Highlights

Location: Preference for candidates residing in the Tri-State Area (New York, New Jersey, and Connecticut). Hybrid work preferred, but fully remote work is possible for the right candidate. Must be based in the United States.

Salary Range: $103,500-$143,500 per year, plus benefits. Individual salary offers will be based on experience and qualifications unique to each candidate.

Overview

• The Software Engineer will play a crucial role in advancing the CDC Foundation's mission by developing and maintaining software applications for a public health association that specifically serves local, tribal and territorial populations. This role is aligned to the Workforce Acceleration Initiative (WAI). WAI is a federally funded CDC Foundation program with the goal of helping the nation’s public health agencies by providing them with the technology and data experts they need to accelerate their information system improvements.

• Working within the New York City Department of Health and Mental Hygiene’s Center for Population Health Data Science, the Software Engineer will have strong programming skills, a solid understanding of software development principles, and the ability to work collaboratively with cross-functional teams to deliver innovative solutions that improve public health. Ideal candidates should be equally comfortable solving technical problems by writing code, explaining technical design architecture to technical and non-technical individuals while also leading organizational strategy and change. This role will have a particular focus on designing and developing web services for transforming and sharing data as part of the new Central Data Platform initiative.

• The candidate should have strong, demonstrable experience with SQL and Python software languages and should be proficient in web development, relational databases, Rest APIs and operating systems. The candidate should be knowledgeable of engineering best practices such as source control, automated testing, continuous integration and deployment, and peer review.

• The Software Engineer will be hired by the CDC Foundation and assigned to the New York City Department of Health and Mental Hygiene (DOHMH)’s Center for Population Health Data Science (CPHDS). Preference for candidates residing in the Tri-State Area (New York, New Jersey, and Connecticut).This position is eligible for a hybrid work arrangement for U.S. based candidates.

Responsibilities

• Design, develop, and maintain high-quality software applications in collaboration with project teams.
• Write clean, efficient, and well-documented code using various programming languages and development frameworks.
• Participate in the design and architecture of software solutions to meet the public health agency’s project requirements and scalability needs.
• Identify and implement best practices for software development, including coding standards, code reviews, and testing methodologies.
• Conduct thorough testing of software applications to identify and resolve bugs, performance issues, and other software defects.
• Collaborate with quality assurance teams to ensure the delivery of reliable and user-friendly software solutions.
• Work closely with cross-functional teams, including developers, designers, and project managers, to deliver integrated software solutions.
• Participate in agile development processes, sprint planning, and team meetings to prioritize tasks and track progress.
• Stay updated with the latest trends, technologies, and methodologies in software development.
• Provide guidance on new tools, frameworks, and technologies to enhance the efficiency and effectiveness of software development efforts.

Qualifications

• Bachelor’s degree or higher in Computer Science, Software Engineering or related field preferred.
• Minimum 5 years of relevant professional experience.
• Experience and proficiency in programming languages such as Python (preferred), Java, C++, or JavaScript.
• Proficiency in working with Azure cloud services and tools (e.g., Azure DevOps, Azure Functions, Azure SQL Database) preferred.
• Experience designing, developing, implementing, and maintaining APIs.
• Experience with software development frameworks and libraries (e.g., React, Angular, Node.js).
• Experience and proficiency in web development, relational databases, and using Unix-like operating systems.
• Knowledge of database management systems and version control tools (e.g., Git).
• Demonstrated experience in designing, developing, and deploying software applications.
• Proficiency with GitHub for source code management, including using GitHub Actions for CI/CD workflows, preferred.
• Knowledge of current engineering best practices such as source control, automated testing, continuous integration and deployment, open source frameworks for software development and peer review.
• Experience with agile development methodologies, software design patterns, and best practices.
• Strong analytical thinking and problem-solving abilities.
• Excellent verbal and written communication skills.
• Experience and ability conveying technical concepts to non-technical partners effectively.
• Ability to analyze complex technical requirements and translate them into scalable software solutions.
• Experience working on cross-functional, multidisciplinary teams that deliver digital products and services in an incremental, user-focused environment.
• Flexibility to adapt to evolving project requirements and priorities.
• Outstanding interpersonal and teamwork skills; and the ability to develop productive working relationships with colleagues and partners.
• Demonstrated ability to work well independently and within teams.
• Prior experience with population-level data, particularly in government, healthcare, or public health, preferred.
• Familiarity with the FHIR Data Standard a plus.
• Experience working in a virtual environment with remote partners and teams.
• Proficiency in Microsoft Office.
