**Job Description Summary

The Plant ITR Arrangement and Civil Engineering Technical Leader will lead and drive wing-to-wing customer solution for Aero extended scope & turn-key projects, from competitive proposal to execution of the solution. The role will be responsible and accountable to execute with safety, quality, speed, on-time delivery, and at cost. In this role, you will be responsible to drive Lean Arrangement and Civil design practice for Aeroderivative projects leveraging HD best practices (as applicable) while developing and implementing Aero own requirements to drive design simplicity and project profitability while creating a safe, inspirational, and inclusive workplace that enables the team to achieve business objective. As the Leader, He/She will own the project control activity and develop, drive consistent global processes & standard works for proposal as well as projects execution in line with the Aero Business Strategy for extended scope projects. The role will lead the collaboration and serve as a single point of contact with respective disciplines from HD Plant Engineering and C&C for Proposal and execution of Aero extended scope projects.

Roles and Responsibilities

• Provide leadership and Aeroderivative technical direction to the Arrangement, Civil, and Project Engineering teams during proposal development phase and throughout project execution. Offer technical guidance to sourcing teams, project management, suppliers, architects, EPCs, subcontractors, and external customers to ensure the development of competitive, high-quality proposals and successful project execution.
• Take on full roles and responsibilities of Lead Discipline Senior plant ITR engineer for complex transactions as Lead Discipline Plant Application engineer and/or Lead Customer project engineer.
• Lead and drive the necessary engagement from interacting teams owning the process on execution and escalation.
• Develop and maintain standard works/processes and work instruction and ensure execution of necessary project processes including preparing comprehensive proposals, lessons learned, and ensures adherence to all ISO-procedures and work instructions.
• Lead the development and implementation of Lean design standards and processes for Arrangement & Civil disciplines to ensure the highest quality of deliverables across ITR, while optimizing project costs and schedules.
• Drive and monitor BoQ variance, ensuring continuous improvement in BoQ accuracy between ITO and OTR for competitive proposal, while mitigating risk in collaboration with all stake holders ( e.g C&C)
• Support the development of Architect Engineering and EPC specifications, conducting technical evaluations and addressing clarifications to ensure alignment with project requirements.
• Technical review of design and documents from Architect Engineer/EPC developed technical engineering documentation and provide guidance and innovative solutions to optimize the overall plant design with a focus on enhancing reliability, safety, quality and reducing cost and cycle time.
• Perform Plant Design Review,3D Model reviews and constructability review with Architect Engineer/EPC and relevant stakeholders, Drive closure of the action items from the reviews.
• Provide mentoring and technical guidance to plant arrangement and civil engineering team with a focus on personal development and strengthening technical expertise to drive team growth and performance.
• Review and monitor project engineering schedule and budget, Tracking and prioritizing the resolution of action items and critical technical issues. Ensure the integration of customer, partner, and GE engineering schedules into the overall project timeline for seamless execution.
• Support and contribute to the review of customer specifications, ensuring effective communication of contract and project requirements to all engineering functions through internal documentation systems.
• Lead the risk assessment of technical aspects for proposals and projects, developing and implementing appropriate risk mitigation strategies to ensure successful project outcomes.
• Apply advanced judgment to make decisions and address complex issues in power plant engineering. Evaluate the quality of information provided, ask relevant questions to stakeholders, and propose innovative solutions beyond standard parameters. Capable of constructing and delivering well-informed recommendations.

Qualifications/Requirements:

• Bachelor’s degree in mechanical or civil engineering.
• A Minimum of 15 years of power plant engineering experience, particularly in Turnkey project proposal and Execution
• Good understanding of Project Engineering, Project Management and Construction of Turnkey Project
• Must be able/willing to travel, both domestically and internationally
