What will you do?

Bixal has an exciting opportunity to enhance the federal government’s customer experience (CX) landscape and optimize service delivery to the public. Collaborating directly with our federal partner, you’ll lead a cross-functional product team, establishing and aligning work streams around a product vision based on research and data in support of CX. Further, you will act as an advocate for the client, ensuring that the product solves for user needs and achieves business objectives. This senior role offers a rare chance to significantly elevate the quality of federal service provision. The ideal candidate is a curious and independent problem solver who can design and deliver products with a positive attitude, and who has experience in a client-facing role.

Responsibilities

  • Assist in establishing and expanding federal agency CX teams.
  • Collaborate closely with the CX lead to help federal clients improve their customer experience in line with Executive Order 14058, OMB Circular A-11 S.280, 21st Century IDEA, and OMB policy guidance M-23-22.
  • Act as the product champion.
  • Evangelize customer needs and product concepts internally and externally to obtain buy-in and drive adoption.
  • Develop a deep understanding of target customer needs and apply it to defining, designing, building, and launching products.
  • Evaluate complex product ideas or requests and effectively elicit product requirements, articulating a rationale for those that are worth pursuing.
  • Translate goals and objectives into outputs or user stories for the product team to implement.
  • Lead collaboration with the team and stakeholders using “design thinking” to identify corrective and beneficial product direction and take the initiative to see these through.
  • Evaluate and prioritize functionality on a product roadmap.
  • Lead product-related communications with client stakeholders and the product team.
  • Prioritize the product backlog to ensure goals and objectives of the client/product owner(s) are achieved.
  • Orchestrate the activities of a cross-functional team to ensure that workstream outputs complement each other and remain oriented toward solving identified user needs.
  • Confidently curate and present information in front of product owners, client stakeholders, or executive leadership as requested.
  • Establish, measure, and report on product success metrics.
  • Create, review, and approve written, graphic, and summary documents and presentations for internal and external use in communicating product goals and objectives.
  • Participate in meetings and/or demonstrations with client POCs as needed.

Qualifications

  • 5+ years of direct experience in/with Product Management, 7–10 years of total professional experience.
  • Bachelor’s degree in business, marketing, communications, social science, or a related discipline or a combination of education, training, and certifications.
  • Demonstrated experience leading cross-functional digital teams for at least 4 years.
  • Ability to obtain a Public Trust clearance.
  • Exceptional management and leadership skills.
  • Demonstrated ability to navigate uncertainty and define product expectations in an environment where product concepts are not well understood.
  • Extensive experience applying HCD strategies, methods, and approaches to advance cultural transformation.
  • Ability to communicate system and application functional capabilities through a product lens using plain language.
  • Proficiency in understanding technical challenges and making informed trade-offs with teams and stakeholders.
  • Excellent communication skills for articulating best practices, strategy, and storytelling choices.
  • Ability to advocate for prioritized product outcomes against clearly defined goals.
  • Proven ability to present persuasively to all organizational levels, verbally and in writing.
  • Track record of successful product management for various consumer audiences and product categories, managing multiple deliverables, and meeting deadlines.
  • Experience in driving product roadmaps for government or consumer digital properties.
  • Sharp attention to detail and excellent organization skills.
  • Proven track record of managing issues and risk through mitigation strategies.
  • Strong experience and comfortability with Microsoft Office suite, Keynote, and virtual collaboration tools such as Miro, and Adobe Acrobat Pro.

Nice to Haves

  • Master’s degree in a related field.
  • Consulting/agency experience.
  • Previous work with government agencies or initiatives.
  • Experience working with Agile development teams.
  • Certified Product Manager (CPM) or equivalent product management certification.
  • Familiarity with Customer Relationship Management platforms.
  • Background in or experience with CX strategy.
  • Background in or experience with design thinking processes and tools.

$125,000 - $129,000 a year
