Job Summary

The Manager Benefits Configuration is responsible for defining, planning, and implementing quality and efficient solutions while assuring compliance for all mandates and business partner needs are achieved. The manager will be expected to lead a team of experts while collaborating closely with business partners and third-party vendors (SS&C, Zelis, PBMs, Vital Data, Carelon, Lucet, Teledoc and other point solution vendors) to design an efficient end-to-end process and/or application and execute accordingly. In this role, the incumbent will be a champion to drive and transform a centric organization to become an indispensable partner by creating business value and responding rapidly to changing business requirements.

Requirements

EDUCATION

Bachelors degree in Computer Science, Management Information Systems, Business or related field. In lieu of degree, five (5) years' experience in application development and support experience will be considered.

CERTIFICATIONS & LICENSES

SAFe Certification(s) preferred.

EXPERIENCE

Minimum seven (7) years' experience in applications systems analysis, design, development and deployment, and maintenance development in Windows, or UNIX/LINUX platforms. Emphasis on solution architecture, business requirements gathering/analysis, and solution design as well as supporting ANSI X12 270/271 and 278 transactions.

Minimum five (5) years' experience with a Blue Cross Blue Shield Plan, Commercial Carrier, Managed Care or other health insurance related company.

Minimum two (2) years' leadership experience (role, team and/or project management).

Analysis and development experience and understanding of database design using SQL, DB2 or Oracle database preferred.

Responsibilities

Ensures that Benefits and Prior Approval applications and processes comply with Federal, State and Local laws and regulations and enterprise security directives., Guides staff in accomplishing the projects set forth in the Enterprise plans in accordance with the established priorities, goals and directions of the customer/client base., Interacts with Blue Cross and Blue Shield Association as well as other Blue Plans., Interacts with Operations, Medical Management, Provider Reimbursement, Provider Networks, and IS&T areas to ensure alignment with overall corporate objectives and goals., Manages the hiring, coaching/training, employee development and performance management of assigned team and performs data-driven performance evaluations, Performs other duties as assigned., Plans, organizes, and manages a competent staff in order to implement and maintain effective applications and processes within the team to meet Enterprise, government and customer priorities, objectives and commitments, SAFe: Builds milestones, roadmap, plans to enable. Establishes and builds relationships with customers, suppliers, consultants, partners, and internal and external stakeholders. Provides resources for teams and ARTs to successfully execute their roadmap. Creates alignment and execution of strategic themes. Engages with Business Owners, Shared Services, and other stakeholders.
