POSITION DESCRIPTION:

The Project Director will have overall responsibility for the project management, supervision, administration, and implementation of the requirements of the cooperative agreement. S/he will have shared responsibility for representation of the project to the United States Department of Labour (USDOL). The Project Director will serve as representative of the project and will be responsible for the activities and all long-term and short-term personnel under this grant. The Project Director will establish and maintain systems for project operations; ensure that all cooperative agreement deadlines are met, and targets are achieved; maintain working relationships with all project stakeholders including Organizations of Persons with Disabilities and their Key Stakeholders; and be responsible for the preparation and submission to the WVUS core team of technical and financial reports to USDOL. The Project Director shall have a keen understanding of the local context dynamics and will work collaboratively to support the various entities in Cambodia.

The overall objective of the project is to increase the responsiveness of Cambodian Organizations of Persons with Disabilities and their key stakeholders to labor exploitation and barriers that impede access to decent work.

Objective 1: Increased understanding of the linkage between disability and vulnerability to child labor, forced labor and/or human trafficking and of barriers that impede access to decent work for persons with disabilities.

Objective 2: Increased coordination and partnerships between/among Organizations of Persons with Disabilities (OPDs) and their key stakeholders to address the prevalence of child labor, forced labor and/or human trafficking among persons with disabilities and barriers that impede their access to decent work.

Objective 3: Increased implementation of sustainable interventions by OPDs and their key stakeholders that address the linkage between disability and vulnerability to child labor, forced labor and/or human trafficking and barriers that impede access to decent work

MAJOR RESPONSIBILITIES:

Oversee the technical aspects of the project, including planning, implementation, project results, deliverables and reporting, in accordance with the project work/implementation plan.

• Establish and maintain effective project reporting, evaluation, and communication systems.
• Manage grant/project budget within approved spending levels and ensure accurate and timely financial reports to USDOL and WV US staff.
• Ensure grant/project expenses are reasonable, allocated as per assigned budget, prudent and spent in accordance with donor rules and regulations to ensure low risk audits.
• Ensure proper burn rate while guaranteeing any procurement is conducted based on WVUS and USG guidelines.

Build and maintain productive working relationships with WVUS core team, USDOL, project partners, and key stakeholders while ensuring compliance with USDOL requirements, U.S. government regulations, and World Vision’s policies and procedures. Serve as the primary liaison among all project stakeholders.

• Liaise with host government officials; coordinate and collaborate with top-level officials of the Ministry of Labor and Vocational Training, and other agencies related to the programme.
• Discuss plans and strategies with different stakeholders to ensure proper understanding of the project’s concepts, including time frame.
• Participate, lead NGO – donor forum to represent WV, the project, and seek cooperation for joint advocacy opportunities as needed
• Develop technical scope of work for any subgrantees that the project may engage.
• Monitor the implementation of any subgrants.

Manage the project’s operational, financial, and administrative priorities; direct the planning and budgeting processes; design and oversee an annual project cycle in accordance with USDOL’s annual planning cycles.

• Consistently look for more effective and efficient implementation methods and opportunities to increase impact.
• Participate and conduct on-going lessons learned with key staff and partners/sub-grantees.
• Escalate grant management issues early and openly; resolve grant management issues quickly and fully.

Supervise a team of technical staff and ensure clear roles, responsibilities, and lines of communication are maintained among the team members.

• Provide vision and strategic technical leadership for the project.
• Develop and maintain an adequate human resource plan consistent with WV policies, donor requirements, and local laws.
• Ensure proper technical capacity of staff to manage complex government-funded projects.

Provide guidance and mentoring to managers and staff to achieve project goals and develop national leadership capacity; r epresent the project at high-level meetings, conferences, and other forums.

• Close cooperation with WV Cambodia GAM lead for implementation of the GAM objectives as well as close collaboration within the WV Cambodia GAM Unit on donor positioning, lessons learned, grant health and quality improvements.

REQUIREMENTS:

• Bachelor’s degree, Master’s degree, or law or Juris Doctor (J.D.) degree reflecting expertise in areas relevant to this project, such as working with population with disabilities, collective action, labor law, public policy, sociology, and project management; or, 10 years or more of related work experience.
• Minimum of 5 years of experience in project management, supervision, administration, and implementation of cooperative agreement and/or contract requirements (including meeting deadlines, achieving targets, establishing and maintaining systems for managing project operations, working with multiple subgrantee(s) and/or contractor(s), and overseeing the preparation and submission of required reports to donor agencies), preferably in the country of implementation.
• Experience establishing and maintaining systems for managing project operations/ monitoring and evaluation.
• Proven success serving in a leadership role for a project addressing locally-led development and issues of child labor, forced labor, disability rights, or other labor issues relevant to the project.
• Experience maintaining working relationships with all project stakeholders and engaging in coalition building and community development.
• Understanding of disabilities, gender, migration, under-served populations, and inclusion/ equity issues in Cambodia.
• Proven leadership of large and diverse teams
• Demonstrated experience as an effective public speaker
• Diplomacy, strong presentation skills, speaking and writing.
• Knowledge of the political, social, cultural, environmental, and development context of South East Asian states. Ability to communicate effectively, instilling trust and confidence.
• Fluency in English, fluency includes speaking, listening, reading, and writing.
