The Initial Resettlement Manager (IRM) at World Relief Memphis (WRM) will provide supervision and strategic management for programs serving refugees and other eligible immigrants during their first three months in the U.S. to ensure program participants reach a place of stability and move towards healthy integration. The IRM will lead the Initial Welcome Services (IWS) team to perform high quality, client-centered resettlement case management services, while ensuring compliance with programs established by the Bureau of Population, Refugees, and Migration (PRM) and the Office of Refugee Resettlement (ORR) and its program intermediaries.

Role & Responsibilities

  • This role is responsible for supervising others and includes responsibilities consistent with supervising employees including but not limited to monitoring daily work activities, tracking and approving timesheets including approving time off, monitoring performance including entering goals, progress check-ins, and weekly or bi-weekly check-ins, documenting performance concerns, entering staff promotions, transitions, and separations in HRIS within required time frame. Managers at World Relief are also considered spiritual leaders and are expected to lead staff in a manner consistent with our Christian values including but not limited to praying with staff, leading devotionals, and fostering a Christian environment in interactions with staff throughout World Relief.

  • Staff Supervision and Leadership

  • Embody the mission, vision and values as leader and an example for staff, interns, volunteers, clients and the community Responsible for the hiring, training, supervision, coaching, and evaluation of service line staff

  • Facilitate a team culture that integrates volunteers, church partners, and community members into all aspects of work

  • Support staff with setting individual goals aligned to team and organizational goals, identifying professional development opportunities, practicing self-care, and managing priorities and workload on a regular basis

  • Lead regular team meetings to coordinate effective and realistic plans for upcoming arrivals, provide training, accountability and support, create and foster two-way communication channels, establish and maintain expectations and best practices, identify and resolve emerging issues, and foster team morale and culture

  • Facilitate regular, re-occurring one-on-one staff supervision and development meetings with all direct reports reviewing client needs and issues, CO assessments, capacity and resource needs, compliance standards, caseloads, progress, and other areas as needed

  • Provide support and direction for escalated IWS clients and other relevant situations in areas such as housing and rent, cultural orientation and case management Participate in regular dialogue and planning with other service line leaders to ensure quality, holistic, collaborative, and client-centric service provision

  • Seek out, develop and provide staff trainings to enhance service quality and operations, improve cultural competencies, and professional development relevant to initial resettlement

  • Develop and maintain systems, policies, and procedures for IWS Team, within the framework of the office’s strategic goals and in collaboration with the Integration Director

  • Model WRM's commitment to a healthy work culture by ensuring that employees are celebrated for their achievements, provided with opportunities for growth and development, and taking earned PTO

  • Program and Grant Oversight

  • Oversee the delivery of core resettlement services in compliance with grant and program requirements for the Reception and Placement (R&P) grant, and case management and core maintenance benefits in compliance with grant and program requirements for Matching Grant (MG), ensuring all services are culturally and linguistically appropriate and of high quality

  • Work with World Relief’s national office to prepare to welcome cases assigned for local resettlement according to R&P policy and practice, initiate pre-arrival planning and assign cases to Resettlement Specialists appropriately

  • Lead and oversee the planning and preparation for newly arriving refugee families, including the provision of housing, furniture, household items, interpreters, airport pick-up assistance, and community support, including possible

  • Good Neighbor Team matching

  • Ensure all required core services, including documentation of all services, grant requirements, program outcomes and other deliverables are achieved through timely, high-quality services under supervision

  • In conjunction with finance staff, monitor program budgets, reviewing them monthly at a minimum, to ensure expenses do not exceed income, and ensure all client funds are tracked timely, accurately and in compliance with relevant grants

  • Participate in grant writing for renewal grants and grant acquisition activities for new opportunities

  • Provide direct service support, rarely, but as needed

  • Other duties as assigned

  • Program Evaluation and Reporting

  • Ensure accurate and timely submission of monthly R&P, MG, WR National Office, departmental and other reports

  • Perform regular review and monthly quality control to ensure electronic case files, client notes, and services are timely, accurate, thorough, and in compliance with R&P, MG, and other guidelines

  • Regularly evaluate initial resettlement program operations and systems to identify opportunities to improve efficiency and service provision, reviewing and refining client service delivery, processes and tools with team, to ensure both understanding and utilization

  • In collaboration with department directors and program leaders, solicit client feedback both informally and formally about service provision, including feedback from refugee and immigrant community leaders on a regular basis

  • Respond to beneficiary and community feedback and use feedback to adjust service provision as appropriate

  • Work collaboratively with internal department and service line leaders to identify program needs and establish clear and measurable objectives and goals to demonstrate how needs are met

  • Communication and Collaboration

  • Host and facilitate cross-departmental regular case tracking meetings to monitor client progress, adjust case plans, and effectively address the needs of clients within their initial resettlement period

  • Maintain regular communication with program managers and directors and provide appropriate feedback loops to the case management team

  • Collaborate with Volunteer Serices team to develop and maintain opportunities for WR volunteers to integrate with and support initial resettlement programming while ensuring timely, clear communication with volunteers involved with refugee families

  • Oversee the accurate and timely reporting of donated funds, goods and services that support the Reception & Placement grant, as well as Matching Grant, in partnership with the Volunteer Services team

  • In collaboration with program leaders, represent World Relief to funders, partner organizations, and other community stakeholders

  • Liase on behalf of WR with local community stakeholders to develop partnerships and support the implementation of an effective community integration strategy for refugees

  • Regularly participate in communities of practice and other calls and maintain regular communication with WR’s National Office

  • Respond quickly to inquiries from partner organizations, funders, volunteers, and clients

  • In collaboration with the Integration director, provide refugee arrival forecasts and program updates to staff, grantors, and community stakeholders and participate in the planning of key stakeholder meetings

  • Participate in other internal department and service line management meetings and ensure strong internal collaboration and coordination around service provision and program design

Knowledge, Skills, & Abilities

  • Fluent in English with strong interpersonal communication skills – active listening, speaking, and writing Bi-Lingual desired, but not required (e.g., Swahili, Spanish, Dari, Arabic, Kirundi, etc.)

  • Knowledge of the Reception & Placement grant and experience with refugee resettlement programs is strongly preferred
  • Proven ability to utilize digital communication tools, such as Zoom, Teams, and other platforms
  • Educational or professional background in social work, program management, non-profit management strongly desired
  • Willingness and ability to commit to the position for a minimum of three years
  • Must be willing to perform other tasks as assigned

  • 2+ years experience managing a program and/or team in an environment with many competing priorities
  • Bachelor’s degree
  • Proficient in Microsoft Office applications (Outlook, Word, Excel)
  • Valid driver’s license and reliable access to an insured vehicle
  • Must be able to pass a background check and motor vehicle background check required
  • Up to 25% domestic travel only required
  • Previous supervisory experience required
