Job Purpose

The job purpose is to lead and manage the Risk Infrastructure (Projects, Systems and Data) and Data Governance.

Risk Infrastructure

Provide and lead the execution of a strategic view of best-in-class risk infrastructure landscape, manage through leading various teams and internal, external stakeholders with an aim to optimize long term ownership cost, leading to improvement in workflow/productivity and the enterprise risk management framework. Own the program/portfolio level risk infrastructure change agenda. Manage engagement with Risk and IT teams on annual planning, budgeting and periodic progress reviews on all risk infrastructure initiatives. Functional and operational ownership of assigned risk platforms.

Data Management & Governance:

Act as the second line of defense for the Bank’s data management and governance activities through setting up of data governance standards, policies and risk appetite. Provide second line control and governance oversight in close collaboration with Group CDAO function and business data business and process owners who generate data risk across the first line of defense. Act as the thought leader for data governance. Work with CDAO and other FLOD owners towards compliance with regulatory standards and guidelines.

Key Accountabilities:

Strategic Contribution

  • Ensure effective cascading of the functional strategy into department business plans to ensure vertical alignment and horizontal integration with other interfacing departmental strategies.

People Management

  • Manage the effective achievement of assigned objectives through the leadership of the risk systems and projects department by setting of individual objectives, managing performance, developing and motivating staff to maximise departmental performance.
  • Lead the talent development initiatives for the assigned department, collaborating with technical/discipline experts and thereby ensure the availability of talent to fit business requirements.
  • Act as a role model and drive adherence to organisational values and ethics by employees of the assigned department to foster a value driven culture within the Group.

Budgeting and Financial Planning

  • Manage recommend the departmental budget and monitor financial performance versus the budget while ensuring all departmental activities are conducted in line with the approved guidelines.

Policies, Systems, Processes & Procedures

  • Manage and ensure effective implementation of enterprise risk functional policies, procedures and controls covering all areas of assigned department activity so that all relevant procedural/legislative requirements fulfilled while delivering a quality, cost-effective service.

Policy & Validation of risk models

  • Manage the first-time validation, annual validation and scheduled monitoring of risk models commensurate with the risk policy/ or regulatory requirements.
  • Maintenance of model risk parameters on timely basis in coordination with model risk management committee. Ensure that risk factors are suitably defined, qualitatively or quantitatively.
  • Manage adherence to schedule and cost of validation/monitoring with an acceptable quality.
  • Manage compliance to all internal and external modelling observations within agreed timelines/quality through interactions with internal stakeholders like business, audit, development team and external stakeholders like statutory auditor and regulator.

Group IFRS9 Program,

  • Implementation of Group IFRS9 platform, underlying models and policies from technical perspective in co-ordination with relevant functions
  • IFRS9 Reporting and required analytics thereof
  • Resolution of observations raised by internal and external auditors

Enterprise-wide Risk Platforms

  • Act as in-house expert on risk systems and design, develop, implement and maintain a risk systems road map for enterprise-wide risk functions in accordance with expectations of senior management, business and regulators in order to cater to a best-in-class risk infrastructure.
  • Redefine the risk land scape in the market that stands out in terms of consistency and also ahead of time in terms of risk technology deployment as a clear differentiation from the competition that supports business in claiming a lead in terms of scalability, quality of portfolio, customer loyalty and business growth.
  • Drive modernization of risk architecture landscape through upgrade of legacy application framework which would lead to real time diagnostics and embedded analytics for effective decision making and overall risk exposure of the bank
  • Manage and coordinate all changes with IT and optimize resource utilization to minimize associated costs.

Management of Enterprise-wide Risk Systems

  • Lead the implementation and management/maintenance of all risk systems (related to Capital Mgnt, Credit Risk, Operational Risk, Fraud Risk, Market & Liquidity risk etc.), collaborating with the relevant stakeholders in order to maintain and improve the systems.
  • Conduct, in conjunction with IT, regular reviews of database design, system mapping, logic, data extraction and report generation in order to provide fit for purpose solutions within budget.
  • Align Enterprise Data Management framework with Basel BCBS239 guidance for effective risk data aggregation and risk reporting in coordination with Group Data Governance

Project Management

  • Represent Group Risk in enterprise level project decision making body. Responsible for leading Strategic Risk Management infrastructure projects including vendor selection, architecture definition and project implementation.
  • Lead the project teams in planning and execution of programmes, projects, change demand and delivery of change portfolio for the assigned groups in order to ensure achievement of project objectives.
  • Support assigned business unit in defining technology programmes, scoping the comprising projects and their prioritization in order to ensure execution in line with the agreed objectives.
  • Monitor project progress and take corrective actions to ensure projects remain on track and achieve agreed deadlines.
  • Engage and communicate with stakeholders in order to keep them up to date with progress, risks and issues and influence stakeholders in decision making for the benefit of the programme / project.
  • Manage program/ project financials and maintain all program/project documentation and records in order to ensure required standards are met.

Vendor Management

  • Liaise with Procurement department in order to initiate procurement requests and conduct vendor negotiations in order to obtain a high quality and cost-effective service.
  • Ensure effective evaluation of systems proposals and provide recommendations in order to support accurate identification / acquisition of appropriate systems to suit business requirements.
  • Attend and participate in the vendor selection to review and approve the quotations, timeframe, costs, functionality, quality assurance, user satisfaction in order to meet the user requirements while ensuring adherence with overall Central Procurement policy standards.
  • Lead the provision of technical expertise in developing RFPs and RFQs relevant to all product and services requirements; participate in the preparation of tendering and contractual documentation to ensure cost effective and quality services are obtained for group’s related contracts.

Relationship Management

  • Receive change demands from assigned business units and detail and qualify demands with relevant stakeholders to arrive at a feasible disposition: SER, project or major task.
  • Determine and propose alternate ways of fulfilling the demand without initiating a system change and influence to remove any bottlenecks in demand qualification or fulfilment to ensure business initiator satisfaction in line with the required standards.
  • Develop and maintain effective relationships with all relevant external/internal entities such as service providers, vendors and key stake holders etc. with highest standards of business ethics, whilst promptly attending to all critical issues in-order to ensure the services required by the organization are delivered in the most effective manner.

Continuous Improvement

  • Lead the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering global standards, productivity improvement and cost reduction.

Reporting

  • Ensure that all department reports are prepared timely and accurately and meet Group requirements, policies and quality standards.

Job Context

  • Build, lead and manage an appropriately resourced team of professionals responsible for risk infrastructure and data governance.
  • Be responsible for Group Risk infrastructure and data activities that include management and program oversight of all infrastructure and data initiatives.
  • Set policies and standards for data governance
  • Set and monitor the risk appetite for data in the organization
  • Act as the formal second line for the CDAO organization and data risks inside business and operational process owners.
  • Create and co-chair the data governance committee with the Group CDAO function
  • Provide the necessary education, training and awareness for the data risks in the organization.

Requirements

QUALIFICATIONS, EXPERIENCE & COMPETENCIES:

Minimum Qualification

  • Advanced/post-graduate qualifications in data science, data analytics, artificial intelligence, machine learning or similar
  • Undergraduate qualifications in business, economics, science, engineering, mathematics, statistics or similar
  • Related industry certifications are preferred (e.g., CFA, FRM).

Experience:

  • Minimum 15+ years proven relevant experience in financial services industry
  • Minimum 5+ years’ leadership experience in data governance in a global institution
  • Minimum 5+ years’ leadership experience in large size risk infrastructure change projects/programs
  • Minimum 5+ years’ experience in a risk control function
  • Experience with wholesale and retail banking

Competencies:

  • Proven track record of developing, implementing and leading change large scale
  • Proven experience in dealing with senior internal, external stakeholders and regulators
  • Strong communication and presentation skills
  • Strong people management and inter-personal skills
