Working within the Capital Development Department, the Director, Planning and Programming, will lead and direct capital planning initiatives including large scale redevelopment projects, master planning and programming engagements and master space planning exercises. The successful canditate will also oversee the organization’s space request process and assist the Facilities Operations portfolio with operational project planning and programming support.

Accountabilities:

  • Leads the corporate facilities master programming/planning, functional programming/planning and space planning processes as part of the organization’s redevelopment strategy
  • Directing, monitoring and implementing activities such as (but not limited to) business case development; master programming and planning: project proposal and budget development; functional program preparation; design development and working drawing preparation; budget and schedule monitoring and controls; occupancy planning and post-occupancy evaluation
  • Engages with key stakeholders in Ministry of Health and Long-term Care's Health Capital Investment Branch to manage the capital project submissions process and negotiate final outcomes
  • Supports Vice President, Redevelopment, with development of Board of Directors, resources committee and Osler redevelopment steering committee's capital project briefing notes and supporting documents
  • Leads and manages the development and negotiation of requests for information/proposals, business cases and contracts in the selection of consultants and vendors
  • Directs the furniture, fixtures and equipment planning
  • Manages product standardization activities to ensure adherence to policies and corporate directions
  • Oversees the work of assigned senior project managers, project managers and coordinators to ensure all associated project activities are coordinated and of acceptable quality
  • Provides direction and oversight throughout the planning and redevelopment process to ensure the organization’s vision, goals and objectives are met
  • Leads the development of capital planning policies, procedures, and standards

Requirements

  • Bachelor's degree in business and/or health related field preferred
  • PMP certification an asset
  • Five to ten years of health care management experience
  • Five years health care specific project management experience
  • Full understanding of and experience with the Ministry of Health capital planning process
  • Proven track record of supporting teamwork, decision-making and problem solving in highly complex, multi-stakeholder situations (within clinical areas a plus)
  • Demonstrated project control skills, including development and monitoring of scope, budgets and schedules
  • Works under their own initiative, drives processes, displays energy and enthusiasm within the role and delivers projects on time and on budget
  • Broad knowledge of overall hospital structure, operating policies and procedures and decision-making processes
  • Broad knowledge of health care services delivery models including systems structures, trends and best practice models of care
  • Demonstrated ability to communicate and engage with internal and external stakeholders at all levels of the organization and to understand the political nature of certain engagements
  • Proven abilities in human resource management, as a coach and as a facilitator of issue and change management
  • Ability to adapt to change, to implement changes, and to facilitate change management throughout department and organization as needed
  • Outstanding organization and priority setting skills
  • Demonstrated ability to foster a positive atmosphere conducive to team building, collaboration and shared learning
  • Outstanding written and oral communication skills, including presentations at internal and external forums
  • Demonstrated computer skills, specifically Auto-Cad and Microsoft Outlook, Word, Excel, PowerPoint and Project
