[What the role is]

The Monetary Authority of Singapore (MAS) is Singapore’s central bank and integrated financial regulator.

As central bank, MAS promotes sustained, non-inflationary economic growth through the conduct of monetary policy and close macroeconomic surveillance and analysis. It manages Singapore’s exchange rate, official foreign reserves, and liquidity in the banking sector.

As an integrated financial supervisor, MAS fosters a sound financial services sector through its prudential oversight of all financial institutions in Singapore – banks, insurers, capital market intermediaries, financial advisors, and stock exchanges. [What you will be working on]

The Organisation Development and Planning Division (ODP) is responsible for driving long-term organisational effectiveness in MAS. Drawing from various disciplines and fields, ODP comprises dynamic individuals with competencies across culture and leadership development, change management and

internal communications, behavioural sciences and corporate planning.

You will be part of a team that carries out internal communications and staff engagement, change management and organisational development (OD) work.

In this role, you will:

  • Have a systems-level perspective of areas in which the organisation needs to transform to be highly effective in today’s context. Actively learn about leading company practices, both private and public sector, and adapt them to suit MAS’ context. Key focus areas will be transformation, leadership practices and behaviours, and organisational culture.
  • Develop and design impactful internal communications and staff engagement opportunities in support of a strong organisation culture. This includes planning and designing staff engagement platforms such as focus group discussions (involving leaders), org-wide townhalls, and supporting employee engagement/pulse survey engagements.
  • Design and deliver team launches (for new teams) and team interventions (for less performing teams) by diagnosing needs and gaps, designing and structuring dialogue, and facilitating large group conversations and processes to achieve alignment and commitment.
  • Drive systems change and advise on holistic change management strategies for organisational change, transformation and alignment. Design and implement interventions to plan and manage change.
  • Partner closely with the lead departments to co-create and plan changes relating to people and processes. You may also be expected to perform aspects of corporate planning relating to whole-of-government initiatives and organisation excellence within MAS.

[What we are looking for]

  • At least 5 years of work experience in OD, internal communications, change management, or related roles
  • Familiarity with a broad range of knowledge, frameworks and tools on Organisation Development and Transformation. Certification in any profiling tool will be an advantage.
  • Experience in diagnosing, designing, developing, and delivering effective interventions related to leadership, people practices, and culture at both organisational and project levels.
  • Experience in workshop customisation and design, and effective facilitation skills for stakeholder management. Demonstrate comfort and confidence working with senior leaders and a broad range of stakeholder groups, and able to speak confidently in front of a large audience.
  • Experience in developing and implementing comprehensive change management plans to ensure strong project support and facilitate staff adaptation, including content and material production.
  • Good project management skills, and ability to guide cross functional project teams to develop and implement strategies, policies and intiiatives.
  • Strong analytical and problem-solving abilities, coupled with effective written, presentation and reasoning skills.
  • Excellent organisation skills, meticulous and ability to multi-task in a fast paced and fluid environment.
  • Demonstrates strong stakeholder management and interpersonal skills.
  • Experience in or working with the public service will be an advantage.
