The Chief Medical Officer (CMO) directs the medical practice of Planned Parenthood of Illinois to deliver high-quality, compassionate care. The CMO has primary responsibility for the interpretation and enforcement of our medical standards and guidelines. They serve as the leader of the medical and clinical care teams with direct supervisory responsibility for all Associate Medical Directors and all Directors of Clinical Departments. As such, they provide direct or indirect supervision for all licensed professionals at PPIL. The CMO works in close coordination with the leadership positions on the Medical Services Team (MST) to direct our healthcare services. As a member of the Senior Leadership Team (SLT), the CMO also provides strategic leadership and attends meetings of the Board of Directors. The CMO participates in organization-wide planning and decision-making, and in achieving key financial and operational objectives which support the mission and strategies of PPIL. The CMO assists in advocacy, media, and development efforts as needed. The CMO also provides direct medical services as determined in consultation with the Chief Executive Officer (CEO) and performs other duties as needed.

The CMO reports directly to the CEO.

Essential Functions:

STRATEGIC LEADERSHIP:

1. The CMO participates in organization-wide planning and decision-making, and in achieving key financial and operational objectives which support the mission and strategies of Planned Parenthood of Illinois (PPIL).

2. As a member of the Senior Leadership Team (SLT), the CMO collaborates with other team members in furthering PPIL’s mission of patient care, education, public policy, and research with a focus on strategic growth, strategic partnerships, and fiscal responsibility.

MEDICAL OVERSIGHT:

1. Drafts, implements, and updates PPIL’s Medical Standards and Guidelines (MS&Gs), in accordance with national guidance and with MS&Gs from Planned Parenthood Federation of America (PPFA).

2. In accordance with PPIL’s MS&Gs and federal, state, and local laws, designates services to be provided, drugs to be distributed/prescribed (including the general handling of pharmaceuticals), and devices to be used by other professionals employed by or under contract with PPIL.

3. In accordance with PPIL’s MS&Gs, provides guidance and oversight for the drafting, implementation, and monitoring of PPIL medical protocols and procedures.

4. In accordance with PPIL’s MS&Gs and federal, state, and local laws, issues Standing Orders as needed, delineating parameters for medical care provided by other professionals employed by or under contract with PPIL.

5. Collaborates with other Medical Service Team (MST) leaders on efforts to plan, implement, administer, and evaluate PPIL’s medical services to maximize both cost-effectiveness and the patient experience.

6. Serves as laboratory director for one or more laboratories, for CLIA purposes.

7. Promotes and participates in ongoing clinical process improvement initiatives

8. Advises the CEO, SLT, and Board of Directors regarding matters of a clinical nature, and other matters, as needed.

9. Directs specific medical services in alignment with their medical area(s) of expertise.

MEDICAL STAFF SUPERVISION:

1. Provides for the recruiting, training, and medical supervision and evaluation of all PPIL licensed professionals including Associate Medical Directors, Senior Director of Clinical Education and Initiatives, physicians, CRNAs, advanced practice nurses, physician's assistants, and others.

2. Directly supervises Associate Medical Directors and leaders of Clinical Departments: Centralized Follow-up and Medical Records and Clinical and Psychosocial Services. In these supervisory roles, the CMO has direct and indirect responsibility for supervision of all licensed professionals at PPIL.

3. Works with Associate Medical Directors to lead and coordinate ongoing clinician in-service training.

4. In collaboration with the Associate Medical Directors and the Director of Risk, Quality Management and Patient Safety, provides for the review and evaluation of the agency's program of medical quality assurance.

5. Provides for the evaluation of medical occurrences. In collaboration with Associate Medical Director(s), complete Medical Director's statement on medical occurrence reports as required by PPFA.

6. Serves as collaborating physician for Advance Practice Nurses (APNs) and CRNAs as needed.

7. Provides documentation certifying that all competency requirements are met for other staff, including those who perform ultrasound.

8. Performs and/or supervises performance of medical chart audits in accordance with PPFA’s Medical Standards and Guidelines and PPIL’s protocols and procedures.

PATIENT CARE:

1. Provides and supervises direct medical care in alignment with their medical area(s) of expertise.

2. Provides medical consultation to all licensed professionals regarding the clinical management of individual patients.

3. Provides or arranges for provision of 24-hour back-up/on-call/emergency consultation and care of all PPIL patients.

4. Notifies PPIL of any change in status as a physician, licensure, accreditation, involvement in litigation, or hospital privileges.

5. Maintains admitting privileges at a hospital acceptable to PPIL.

6. Maintains credentialing as a Medicaid provider and with PPIL’s contracted insurers.

PUBLIC RELATIONS AND ADVOCACY:

1. Represents PPIL and its programs within the community.

2. Collaboratively with the CEO and Chief of External Affairs, confers with the news media about medical issues relative to the organization and to reproductive healthcare.

3. Prepares and delivers presentations to civic, educational, donors, and other interested community groups on matters related to healthcare.

4. Represents PPIL before groups such as medical societies, governmental hearings, Board of Directors, etc.

Other Responsibilities:

1. Undertakes other activities necessary to promote furthering the mission and goals of PPIL.

2. Supervises the Director of Research and participates in research-related activities, including serving as Principal Investigator for studies being conducted at the PPIL affiliate.

3. Through all activities performed as CMO, demonstrate an understanding of and commitment to PPIL core values of access, activism, care, confidentiality, diversity, excellence, integrity, respect, self-determination, and stewardship; practice these values in relations with internal and external customers.

Status:

Full time, exempt from the overtime provisions of wage and salary regulations.

Qualifications:

Education:

Medical Doctor degree, with training and experience in reproductive health care; must maintain current, active status as physician licensed to practice medicine in Illinois and DEA licenses. Must maintain ACLS certification if providing procedural abortion care.

Experience:

Must be a board-certified physician. OB/GYN or other primary care or public health specialties, with strong experience in reproductive health and health system leadership and administration.

At least 10 years of directly-related and progressively-responsible experience as a physician with experience in a leadership role with administration, policy, management, project management, and supervision responsibilities. Expert, with up-to-date medical knowledge, particularly in health care delivery systems. Demonstrated understanding of the impact of professional sovereignty in the practice of clinical care and the needed shift to team-centered patient care.

Commitment to the efficient and customer-oriented provision of care and to the operating goals of Planned Parenthood of Illinois.

Neither PPFA nor PPIL shall unreasonably exercise control, direct, or interfere with the CMO’s exercise and execution of their professional judgment in a manner that may adversely affect their ability to provide quality care to patients.

Each year during the annual review process, the CMO and CEO will review the breakdown of the CMO’s time usage to confirm that their time has been and will continue to be allocated appropriately.
