General Background of Assignment:

Since the beginning of the war in Ukraine, Europe, including Moldova, has experienced a significant influx of refugees. By spring 2022, refugees fleeing the war accounted for more than 4% of Moldova's population. The large-scale arrivals exposed the limitations of traditional integration approaches, prompting more coordinated responses across various stakeholders and levels of government. This led to the development of innovative urban agendas, stronger alliances between mayors, increased city-to-city cooperation, and significant investments in integration programs.

The activation of the Temporary Protection Directive by the European Union allowed for swift access to rights and services, quickly resolving many administrative challenges.
