The Program Manager oversees the entire New York City Asylee Flex Program, ensuring the effective implementation of all aspects of the program. This role involves strategic planning, coordination, compliance management, and stakeholder communication to ensure the program meets its objectives and operates efficiently. The Program Manager must live within a 50-mile radius of the New York City metropolitan area.

Duties and Responsibilities

  • Oversee and manage all aspects of the New York City Asylee Flex Program.
  • Serve as central point of contact for program operations.
  • Develop and implement strategic plans to achieve program objectives.
  • Ensure compliance with all contractual agreements and regulatory requirements.
  • Manage relationships with key stakeholders, including government agencies, service providers, and community organizations.
  • Ensures customer satisfaction by delivering quality service and effective solutions to emergent conditions.
  • Coordinate with the Hotel Relationship Manager and Deputy Program Manager to ensure smooth operations.
  • Develop and manage the program budget, ensuring financial efficiency and accountability.
  • Prepare and submit regular reports on program performance to stakeholders.
  • Lead and participate in regular team meetings to review progress, address challenges, and update plans.
  • Develop and implement continuous improvement initiatives to enhance program effectiveness.
  • Applies Acuity policies and procedures or develops and implements new procedures, as required.
  • Ensure all program activities adhere to safety and quality standards.
  • Oversee the recruitment, training, and management of program staff.
  • Act as the primary point of contact for high-level inquiries and issues related to the program.
  • Develops and implements emergency plans and achieves rapid recovery of program’s support services in the event of an emergency, natural disaster, or other calamity.
  • Other duties as assigned

Qualifications

  • Bachelor’s degree in Business Administration, Public Administration, Human Services, or a related field.
  • At least 6 years of progressive experience in program management, preferably in emergency management or human services.
  • Strong leadership and strategic planning skills.
  • Excellent oral and written communication skills.
  • Proficiency in common office equipment and software, including MS Office products.
  • Strong interpersonal skills for developing effective relationships with stakeholders and team members.
  • Ability to demonstrate cultural competence, inclusivity and sensitivity (e.g. trauma-informed care, emotional intelligence, shelter experience/background working with vulnerable populations such as asylees, refugees, homeless individuals)
  • Demonstrate ability to multitask effectively, maintain attention to detail, work efficiently under deadlines, stay organized, and adapt to changing environments.
  • Bilingual in Spanish and English preferred.
  • Ability to remain calm and composed under stress.
  • Knowledge of local and state regulations relevant to the program.

Physical Requirements

  • Ability to work flexible hours, including evenings, weekends and holidays.
  • Ability to travel to various program sites as needed.
  • Ability to work under stressful conditions and manage multiple priorities.
  • Ability to ascend/descend stairs.
  • Ability to lift up to 30 lbs.
