Organization Profile

The International Commission on Missing Persons (ICMP) is a treaty-based intergovernmental organization with Headquarters in The Hague, the Netherlands. Its mandate is to secure the cooperation of governments and others in locating missing persons from conflict, human rights abuses, disasters, organized crime, irregular migration and other causes and to assist them in doing so. It is the only international organization tasked exclusively to work on the issue of missing persons.

Background of the Consultancy

In Libya, a significant challenge persists in accounting for missing persons. Between 10,000 and 20,000 persons are estimated to be missing because of conflict, instability, and human rights violations, whereas an unknown number of persons have gone missing while crossing or leaving Libya on migratory routes. This issue encompasses a broad timeframe, spanning from individuals missing during Muammar Gaddafi’s 42-year rule, including conflicts like the 1977 war with Egypt, the 1979 war with Uganda, and wars with Chad in the 1980s, to those missing as a result of the internal conflict 2011 which resulted in Gaddaffi’s death, and the so-called “Second Liby...
