Job Description

The Supplier Diversity Specialist serves as the HUB Coordinator for the College. This role creates and implements strategies to improve the use and performance of diverse suppliers. Key responsibilities include coordinating HUB and Supplier Diversity activities, supporting state HUB goals, and ensuring diverse supplier inclusion and compliance. The Specialist develops supplier relationships, manages benchmarks, and prepares responses for external inquiries. The Specialist is detail-oriented, customer-focused, and a strategic thinker.

Essential Functions:

  • Employee will demonstrate TSTC Core values of Excellence, Accountability, Service and Integrity with internal and external stakeholders, customers, students and members of the community.
  • Serve as HUB Coordinator for the College as outlined in the Texas Administrative Code.
  • Ensure compliance and enhance the customer experience by reviewing HUB subcontracting plans and progress assessment reports (PARs) in a timely manner. Prepare and submit required HUB reports to the State of Texas, keeping the Vice President of Procurement informed of estimated spend statistics at the time of reporting and when state records are finalized.
  • Partner with Management to develop, communicate, and advocate for supplier diversity best practices and initiatives, with a focus on increasing HUB participation and growth opportunities.
  • Utilize data analysis tools and technologies such as data visualization software, predictive analytics, and supplier management systems to enhance the effectiveness of supplier diversity strategies. Continuously analyze data to identify trends, growth opportunities, and areas for improvement in supplier diversity initiatives; establish and track key performance indicators (KPI).
  • Support the creation and execution of a recognition program to honor and celebrate the contributions of internal and external stakeholders to supplier diversity achievements.
  • Under the direction of the Management, compile and submit responses to information requests and disclosures, such as legislative inquiries, surveys and applications, pertaining to the HUB program and supplier diversity initiatives at the College.
  • Maintain and pursue ongoing professional development opportunities to stay current with supplier diversity best practices, industry trends, and regulatory changes. This includes attending relevant workshops, seminars, and obtaining additional certifications as approved by Management.
  • Foster strong collaborative relationships with internal departments to integrate supplier diversity goals across the college. Actively engage with external community partners, local businesses, and supplier diversity advocacy groups to promote inclusivity and expand the reach of the college’s supplier diversity initiatives. Represent TSTC at supplier diversity events and conferences.
  • Support HUBs by addressing their inquiries and guiding them to suitable partners. Respond to questions about business development, compliance, and performance improvement. Provide information to help suppliers align with the college's standards and requirements.
  • Develop, implement, and manage Mentor-Protégé partnership programs to support the growth and development of diverse suppliers. This includes identifying potential mentor and protégé candidates, facilitating partnerships, and providing ongoing support and resources to ensure successful collaborations.
  • Oversee compliance with the State Use Program, including developing and implementing exception reporting procedures.
  • Assist Management with developing and executing solicitation events, including correspondence and documentation as needed, and perform any other duties as assigned.

Education/Experience/Knowledge/Skills

  • Bachelor’s Degree in an appropriate field from an accredited college or university. Relevant purchasing experience and college credit hours can be considered in lieu of a Bachelor's degree. Current professional purchasing certifications (CTCD and CTCM or equivalent) required.
  • A minimum of three years of progressive purchasing experience that may include procurement or contracts, evaluating and monitoring contracts, or negotiating contracts, amendments or renewals.
  • Knowledge of contract management processes. Knowledge about Supplier Diversity best practices.
  • Ability to interpret policies, procedures, and regulations. Ability to communicate effectively both orally and in writing. Ability to lead or facilitate work-groups.
  • High level of commitment to customer service and teamwork.
  • Computer skills in MS Office, Adobe Acrobat and use of the internet for purchasing and related functions. Experience with Workday and Jaggaer is preferred.
  • Ability to work independently with sensitive and confidential information, maintain a professional demeanor, work as a team member and effectively communicate with diverse groups of clients.
  • Able to work under pressure and accept supervision.
  • Maintain a working knowledge of products offered by local/state suppliers
  • Current professional purchasing State of Texas certifications (CTCD and CTCM) and Certified Professional In Supplier Diversity (CPSD) or within two years of hire.
