ChildFund Rugby partners to deliver high quality, evidence-based impact and has been appointed as a Social Impact Partner for 4 Rugby World Cups to further leverage the sport to deliver social impact.

The ChildFund Rugby Team also works with sports partners around the globe to ensure that the safeguarding of children and vulnerable adults in sport is a priority.

ChildFund Rugby is led by ChildFund Australia, an independent international development organisation that works to reduce poverty for children in developing communities and a member of the ChildFund Alliance – a global network of 12 organisations which assists almost 23 million children and their families in 70 countries.

2. Purpose

This consultancy supports Pass It Back, an innovative Sport for Development program led by ChildFund in partnership with Philippine Rugby Football Union (PRFU) that delivers an integrated life skills and rugby curriculum for children and young people in disadvantaged communities across the Philippines.

The purpose of this Consultancy is: Tagalog-English/ Hiligaynon-English/ Bikol-English Interpretation and Translation for Curriculum Support.

ChildFund Rugby is recruiting individuals who can provide interpretation and translation services in support of a Rugby for Development curriculum in the Philippines.

Services include 2-way interpretation and translation between English and one (or more) of the following 3 languages: Tagalog, Hiligaynon, and Bikol. Services include interpretation for operational meetings, educator trainings, supporting communications with partners, and translation of key documents, meeting minutes, and other project events as required from now until 30 June 2024.

3. Management and Reporting Arrangements

The purpose of this Consultancy is to provide interpretation support services to ChildFund Rugby from Tagalog/Hiligaynon/Bikol to English and English to Tagalog/Hiligaynon/Bikol to ensure that:

- All participants understand concepts delivered during meetings, trainings, and other events.

- The events’ participants are able to effectively and openly communicate together.

- Documents, notes, and minutes are accessible to all partners and stakeholders.

The Consultant will report to the ChildFund Rugby Partnerships Coordinator — Philippines and work closely with ChildFund Rugby Partnerships and Impact Manager and ChildFund Rugby Deputy Director.

4. Key Responsibilities

- Interpretation at Educator Trainings: Tagalog/Hiligaynon/Bikol-English and English-Tagalog/Hiligaynon/Bikol interpretation of face-to-face and online trainings between ChildFund Rugby, Philippine Rugby Football Union (PRFU) and Clubs ;

- Interpretation at Training of Coaches: Tagalog/Hiligaynon/Bikol-English and English-Tagalog/Hiligaynon/Bikol interpretation of face-to-face and online trainings between ChildFund Rugby, Philippine Rugby Football Union (PRFU) and Clubs ;

- Interpretation at Capacity Building and other key activities: Tagalog/Hiligaynon/Bikol-English and English-Tagalog/Hiligaynon/Bikol interpretation of face-to-face and online trainings between ChildFund Rugby, Philippine Rugby Football Union (PRFU) and Clubs ;

- Translation of key curriculum tools, project documents, and meeting minutes;

- Receive and apply on-going feedback on interpretation from the ChildFund Rugby Partnership Coordinator, in particular around technical terms, colloquialisms, and other key language aspects.

5. Contract and Payment

- Consultants will be contracted on an annual basis.

- Consultants will be paid according to the actual work delivered over the contract period.

- Work will be agreed upon by both parties, based on consultant availability and ChildFund Rugby’s requirements.

- Work will be measured based on the following: Full-day, half-day, number of hours, words per page/message.

6. Confidentiality

All discussions and documents relating to this ToR will be treated as confidential by the parties.

7. Child Safeguarding

The successful applicant will be required to comply with ChildFund Australia’s Child Safeguarding Policy and Procedures and to sign a Code of Conduct. The consultant will also be required to have in place relevant background and/or criminal checks.

8. Counter-Terrorism

ChildFund Australia acknowledges its obligation under the Australian laws relating to counter-terrorism. In order to meet its obligation, the consultant’s name will be reviewed against Department of Foreign Affairs and Trade (DFAT) and National Security Australia lists at the onset of any financial relationship.

9. Acknowledgment and Disclaimer

ChildFund, its Board and staff make no express or implied representation or warranty as to the currency, reliability or completeness of the information contained in this ToR. Nothing in this ToR should be construed to give rise to any contractual obligations or rights, expressed or implied, by the issue of this ToR or the submission of Expression of Interest in response to it. No contract would be created until a formal written contract is executed between ChildFund and a selected consultant.

10. Selection Criteria

Qualifications and Experience

- At least 1 year providing interpretation services

- Ability to interpret to a high standard of accuracy, maintain fidelity with context, ensure technical language and nuances are retained, and use precise, clear and proper terminology as provided by ChildFund Rugby;

- Ability to deliver outputs on-time, accurately, and efficiently;

- Ability to ask for clarification or explanation when faced with challenges;

- Ability to receive and use feedback constructively;

- An understanding of the conventions of Australian English;

- Able to work in both inside and outside locations and outside normal working hours; and

- Able to stand and move around for long periods of time.
