Under general direction, the IS Business Analyst participates in the systems development lifecycle, including project planning and management, as well as business process redesign. Specifically, the incumbent will be responsible for managing or assisting with the management of web and / or mobile development projects. The incumbent will collaborate with select programs to identify business needs and business processes that will either be introduced or modified for their assigned projects. The process for gathering and documenting requirements, translating requirements to functional requirements and application testing are core responsibilities of the IS Business Analyst. The individual will also be responsible for coordinating system implementations, managing user acceptance testing, system testing, end user training, production support, and performing other related duties as assigned.

ESSENTIAL DUTIES:

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

  1. Identify opportunities for improving business processes through automation; assist in the preparation of proposals to develop new systems.
  2. Analyze data processing needs; research and evaluate software on multiple platforms to assist users to meet their departmental goals; assist in developing the evaluation criteria for software.
  3. Determine operating characteristics and requirements; develop or modify and document general system design; write detailed design specifications including requirements documents with current business process flows and future process flows, functional specifications, and test cases; conduct "walkthroughs" for proposed solutions to system problems.
  4. Analyze the feasibility of and develop requirements for new systems and enhancements to existing systems; ensure the system design fits the needs of the users.
  5. May install and enhance software; program, test, debug and install new / modified programs.
  6. Provide technical support for web application and mobile application systems; consult on the analysis of an application; troubleshoot system problems; assist with the implementation of solutions.
  7. Conduct system analysis and may conduct programming activities for complex systems; document new and modified systems and programs; coordinate user training in new capabilities; may assist with the conversion of new programming from test to production.
  8. Interface with users to determine system needs and requirements; instruct users on newly implemented systems; define system requirements; may design and code programs; review impact of system modifications on existing systems.
  9. Prepare, or assist program in implementing system changes; Determine, or assist in determining, level of effort required and the cost of implementing the requests; assist in prioritizing requests.
  10. May provide technical production support for application systems; assist with processing schedule, assist with creating reports.
  11. Determine security levels for systems to ensure data integrity.
  12. Create test scenarios, test cases, UAT scripts, and other testing documentation to assist with testing. Test applications to assure functionality and effectiveness in performing to desired specifications.
  13. Analyze impact of technical solutions and technical processes on business processes; document current and future processes impacted by system / solution design.

Requirements

1. Education :

An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely related field].

AND

2. Experience :

One (1) year in the information systems field, including technical support, content management, administration of network applications or system analysis.

Education Substitution:

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.

DESIRABLE QUALIFICATIONS:

  • Business process redesign experience
  • Experience with application design and analysis in a web development environment
  • Project management experience
  • Public Sector or Non-profit Agency experience
  • Microsoft Visio experience
  • Balsamiq experience
  • Experience with creating swim lane diagrams
  • Experience with creating business and system flow diagrams
  • Quality Assurance testing experience
  • Experience writing diagnostic (Select) queries in MS SQL or other structured query language

SELECTION PROCEDURES

Supplemental Questionnaire Examination: (Weight –100%)

Candidates who meet the Minimum Qualifications will be invited to complete the Supplemental Questionnaire Examination This exam is designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: please use: knowledge of business process improvement in the information technology field, analytical skills, interpersonal skills, critical thinking, and other related skills.

Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process.

Candidate exam responses will be vetted as appropriate using AI use detection software. Evidence of use of AI, plagiarized answers, or falsified information in exam responses will be addressed in accordance with Civil Service Rules related to fraud and cheating.

The above test components are considered standardized and, therefore, test questions and answers are not available for public inspection or review.

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of six ( 6) months, and may be extended with the approval of the Human Resources Director.
