We are looking for a Cost Controller / Cost Engineer (Project Controls Engineer) to join our team for an exciting opportunity working at GSK Montrose.

GSK are responsible for delivering a site portfolio of capital works based on an asset replacement value of the Montrose site. The Montrose site is a live operational site, and the portfolio of works requires to remain fluid to support the nature of a manufacturing plant.

This role requires a minimum of 3 days per week attendance at site in Montrose.

Job Objectives
Working alongside project delivery team as part of a wider cost control team, responsibilities will include, but are not limited to, the following:

  • Coordinate with the Project Team in respect of funding requests and take responsibility for project controls stage-gate documentation for internal governance / funding decisions.
  • Stakeholder Engagement to support stage-gate documentation.
  • Proactively advise updates on stage-gate documentation, including delivery blockers and highlighting any potential delays to the approval process.
  • Create and update Project Data Collection Form upon stage-gate funding approvals.
  • Raising Purchase Requisitions and responding to worklist arising from invoice submitted.
  • Ensure compliance with financial regulations and project contract requirements.
  • Ensures governance & assurance to the Project Management Framework tools & templates.
  • Control costs with your knowledge of conceptual estimating, funding stage gates, basic contingency principles.
  • Control the portfolio applying quality checks to updates from the Project Team.
  • Responsible for project controls implementation ensuring project requirements are adhered to throughout the project lifecycle.
  • Monitor and control project expenditures, ensuring adherence to approved budgets.
  • Implementing, administering, and maintaining cost control systems and procedures to track project budgets, commitments, expenditures, and forecasts.
  • Provide proactive communication to ensure the Project Delivery Managers are appraised of trends on the project.
  • Work with other team members to establish and implement quality assurance measures for project controls tasks and deliverables.
  • Identify trends and root causes of deviations against the baseline using lead and lag indicators, recommend remedial actions to drive best value for the client.
  • Assist with assessment of spend and the impact of delays and opportunities against the yearly capital budget.
  • Create and/or work within a portfolio of cost reports, summarising financials in an executive level dashboard.
  • Understand change management principles, review and processing of Change Controls including amending Purchase Orders.
  • Reviewing the proposed Key Performance Indicators for cost, spend and budget management.
  • Ensure timely and accurate cost checking, and valuation process.
  • Mapping the plant & facility assets from the Facilities Investment Plan against the Project Ladder

Requirements

  • Experience in delivering Controls in a major project / programme environment / major capital programmes or large portfolios.
  • Knowledge of engineering and construction management.
  • Experience operating at various stages in the project lifecycle.
  • Proficient in MS Office (all packages). Good experience and skills in proof-reading, collating documents, including formatting and sense-checking.
  • Knowledge of project financial and cost management systems. SAP experience ideal but not compulsory.
  • Strong commercial and financial awareness including monitoring and co-ordination of budget.
  • Excellent written and verbal communication skills with strong analytical ability.
  • Strong ability to multitask, prioritise, and work well under pressure to meet established deadlines. Well-developed interpersonal and communication skills are key along with high personal motivation and energy.
  • Demonstrated experience in the ability to determine corrective actions or recommendations based on facts and figures and critically evaluating information and data from various sources.
  • High attention to detail and proactive approach to problem solving.
  • Able to demonstrate a commitment and passion for delivering excellent service.
  • Reliable with the ability to work autonomously and as part of a team.
  • Strong time management skills and ability to meet project deadlines as necessary.
