The NYISO’s Market Mitigation and Analysis department invites applications for a full-time Performance, Monitoring & Compliance Engineer.

A successful candidate will Perform on-site audits and engineering studies to monitor and analyze generator performance in New York State energy markets to identify and mitigate potential problems and report internally and externally. Support other Operations departments by reviewing generator data and validating data for performance in NYISO markets. Provide technical assistance in the areas of computational analysis, mathematical optimization and engineering to support market studies and analysis, and financial evaluations of new and existing power projects in order to determine their net cost of participating in the NYISO’s Installed Capacity Market (ICAP). Support other Market Mitigation & Analysis (MMA) units with evaluating and analyzing generator performance and trends, efficiency and competitiveness through studies and periodic reporting.

ESSENTIAL DUTIES and RESPONSIBILITIES

  • Perform onsite audits at market participants’ locations for the purpose of collecting data for use in summer readiness studies, clarifying prior market analyses, reference level support, SCR Meter Data Validation and misreporting of plant operations.
  • Assist with the collection and analysis of data and conditions of generators and other relevant systems. Prepare Generating Availability Data System (GADS) data analysis for identification of failure to bid anomalies and operational reporting errors.
  • Assist mitigation team reviews conducting due diligence on power plant cost, operation and revenue data.
  • Conduct energy dispatch models and results; assist in the design and implementation of generator dispatch algorithms.
  • Engage in discussion to resolve issues informally or issue demand letters requesting changes in participant behavior.
  • Support compliance monitoring activities as assigned. This includes tariff charges for monitoring of uninstructed deviations, time-based parameters or scanning operator logs for anomalous behavior.
  • Initiate market participant contact to better understand power plant operations, trading strategies and associated business activities. Must be able to maintain a working relationship with market participants.
  • Perform analyses and/or engineering studies to resolve issues. Write technical reports for a variety of internal and external audiences.
  • Assist in the timely response to customer inquiries as assigned.
  • Assist in the development of new and update existing departmental procedures as they would apply to changes in tariff guidelines and other agreements approved by the Federal Energy Regulatory Commission (FERC).
  • Support Senior Engineer as department representative for meetings, NYISO work groups and committee meetings.
  • Support Senior Engineer as departmental subject matter expert for generator, transmission, and/or power system operation; leading market design and tariff change teams, and mentoring MMA staff, Co-ops and Interns.

Qualifications include:

  • Bachelor's Degree in Mechanical, Electrical or Power Systems Engineering. Master’s degree preferred. Joint education in engineering and business preferred.
  • Five years related industry experience, including experience conducting engineering studies; experience with the development and cost estimation of power plants and transmission line projects preferred.

ADDITIONAL REQUIREMENTS

  • Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures and government regulations.
  • Clearly identify and explain market problems to the management; formulate recommendations, policies and mitigation measures to aid in resolving economic issues.
  • Excellent written and verbal communication and presentation skills.
  • Serve as effective spokesperson on engineering and market issues for the department and organization as a whole when communicating internally and externally.
  • Proficiency in basic mathematical subject areas, including calculus and algebra. Ability to work with applied mathematical concepts and perform statistical analysis.
  • Ability to define problems, collect data, establish facts and draw valid conclusions.
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with multiple abstract and concrete variables.
  • Intermediate competency in Windows operating environment using MS Office. Working knowledge of SAS and/or Oracle desired. Proficient in the use of Plant Information (PI) software.

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand, walk, sit and use hands to perform routine office tasks. The employee is occasionally required to reach with hands and arms. The employee must occasionally lift and/or move up to 15 pounds. WORK ENVIRONMENT
The noise level in the work environment is usually moderate. Contact with staff and public will occur. Travel may be required to attend and/or conduct meetings, conferences and training. This position may require work on nights, weekends or holidays.
