Supervising : Programs team and operations team of Urban project

KEY DUTIES

  • Be accountable for quality of program/project delivery and effective policy compliances of all programs and operational aspects;

  • Be accountable for quality and timely accomplishment of all agreed tasks in line of the approved proposal of Woori Bank grant funded project delivery.

  • Be accountable for donor’s specific grant funded requirements in line of the agreed proposal for the urban project;

  • Be responsible for management of all risks and its timely mitigations through a systematic action in relation to the Urban Project.

  • Be accountable for the partner selection and management in the urban project including effective and healthy collaborations with the relevant government ministries, departments and counterparts.

  • Be responsible for managing, guiding and development of the project team including partner’s for the ChildFund Cambodia’s for urban project.

  • Prepare and monitor budget, and approve project expenditures based on the approved Level of Delegation of Authority.

  • Ensure the approved AOP, resources, mobilization strategies, program approach and MEL Framework are implemented effectively and efficiently in the target areas.

  • Ensure the project development is consistent with children’s needs, donor’s priorities, and development priorities, including Country Strategy Paper; and Cambodia’s emerging trends.

  • Manage all visits from Woori bank, ChildFund Korea, Sydney office, government, and key stakeholder in the urban project.

  • Develop, strengthen and maintain high-order and effective partnership relationships with provincial and district governors, local authorities, Government Departments, Education department, CBOs, I/NGOs, and relevant civil society and donors within the urban project.

  • Be accountable for timely reports, Document, disseminate lessons learned in the target areas for the urban project and recommend for future urban project management models.

  • Promote high profile / image and visibility of the organization and represent ChildFund as a child-centered development agency in the Urban project location in PNP.

  • Represent the organisation and Urban project in relevant sector specific task forces, INGOs and government meetings and forums; and act as a media spokesperson specific to urban project as requested.

QUALIFICATIONS & EXPERIENCE

  • Minimum Bachelor Degree is a must and other higher qualifications are an advantage.

  • Strong experience of managing a large multi-million dollars grant funded project with strict and intensive project delivery requirements;

  • At least 10 years of experiences of a large program management, implementation, program development, capacity building, training, monitoring and evaluation, budget management, and report writing;

  • Effective communication both written and verbal with a range of actors - from government personnel, local actors, ChildFund staff (all levels), communities and sector stakeholders;

  • Proven experience of constructive advocacy and negotiations skills at national and sub-national levels and strong networking with relevant stakeholders;

  • Strong understanding and commitment to sustainable and equitable community development practices;

  • Strong experiences of risk management in rapidly changing context and ability to represent the organisation with confidence and competence;

  • Strong awareness of the needs of children, youth, families and communities in Cambodia, particularly in the Urban Phnom Penh communities;

  • Remain alert and responsive to any child safeguarding or sexual exploitation, abuse or harassment (SEAH) risks, acquire relevant knowledge and skills to promote strong safeguarding practices, understand the child safeguarding and PSEAH policy and procedures, and conduct yourself consistent with those policies.
