We are looking for an experienced ING employee to join ING France for a Long Term Assignment (LTA).

The Head of Operational Design, Control & Resilience (ODCR) is part of the 1st Line of Defence (LoD) and reports directly to the Chief Operations Officer of ING France (COO).

The role of ODCR Business Partner is to ensure through regular controls, that ING France conducts its banking operations in accordance with all its obligations, including those of a legal or regulatory nature and those stemming from ING internal control framework (policies, minimum standards and control frameworks). ODCR Business partner will support in implementing the standards for 1LoD methodology, processes, reporting and standardized tooling as defined by the global COO ODCR team. The scope of the role is the WB activities and also the remaining retail banking activities.

Head of ODCR ensures that measures to remediate or mitigate exposure to non-financial risks are identified and implemented as soon as possible, and regularly provides management with progress updates and briefings on problems identified.

Head of ODCR supports and advises management in identifying, qualifying, and addressing non-financial risks, in particular in the event of changes to the legal and regulatory framework governing the banking sector.

You will also be in contact for your role with colleagues from head office and ING Hubs working in the ODCR function and participate in different meetings and working groups when needed. Aim of your role in the wider ODCR domain and community is to share best practices and implement lessons learnt from others as well as provide feedback for continuous improvement of ODCR activities in ING France and the wider ING Group context.

Main Mission

The ODCR Business Partner engages and enables the Head of a business or support function to deliver on its 1LoD accountabilities of creating optimal design, execution, and monitoring of all relevant NFR and/or Compliance requirements (both generic and product-specific) and enhancing risk culture for the domain. Concretely, this means that the ODCR Business Partner will:

  • Act and be recognised as a trusted partner: to Heads of business or support functions on the management of NFR and Compliance activities for the domain or department:
    • Encouraging them to consider control and resilience requirements in prioritisation and design of activities to embed Control & Resilience in the processes, activities and organisation; and
    • Sparring on the identification and management of critical (business) services from an operational resilience and sourcing perspective and ensure all requirements are embedded in the processes and/or organisation;
  • Calendar and oversight: Create, maintain, drive and monitor the implementation and execution of the ODCR/NFR/Compliance calendar activities for the domain/ department of the respective Head of business or support function, based on:
    • The global ODCR/NFR/Compliance calendar; as well as
    • All local trigger-based risk identification and assessments and/or any response and alignment with local regulators, where relevant.
  • Quality control: Lead and monitor the correct, timely and complete execution of all ODCR/NFR/Compliance calendar activities following the 8 1LoD reference processes* and the use of control and resilience standardised tooling.
  • Risk Culture: Provide the domain or department's relevant control & resilience oversight and status reporting to drive data-driven risk management conversations in management and/or value chain meetings to enhance Risk Culture.

Risk Appetite Setting; Risk Identification and Assessment; Risk Mitigation and Local Control Design & Implementation; Global Internal Control Document Updates; Risk & Control Monitoring; Issue & Event Management; Risk and Regulatory Report Creation & Validation; ODCR/NFR/Compliance calendar and progress reporting

Gatekeeping

  • Maintain Conflict of Interest Registers of ING France, and Gift and Entertainment register as part of the Anti-Bribery and Corruption policy of ING;
  • Act as PARP Gatekeeper (Product Approval & Review Process) for all products commercialized by ING France.

Process management

  • Act as process management coordinator: collect process mapping from each process owner in the bank and head of ODCR holds the process list and status.
  • Ensure that the correct format and 1LoD reference processes are followed for the creation or review of the control standard or local control and monitor that control standard.
  • Validate that new key controls do not overlap with other existing key controls held within internal control documents, to avoid duplication and repetition.
  • Ensure all requirements are embedded in the processes for future monitoring and operational excellence

Fraud monitoring

  • In charge of fraud monitoring for the bank. Investigations, documentations and reporting of frauds cases.

This role will also have a management component as a small team may be managed by this role going forward.

In addition to these activities, Head of ODCR acts as the spokesperson for the 1st Line of Defence in communicating and cultivating synergies with other internal control and risk management teams (Operational Risks, Compliance, Legal Office, Internal and External Audits) at local and group level and assures that ING France is duly represented in Head Office initiatives.

  • Have the capacity to detect inefficient or redundant controls and find efficient solutions.
  • Achieve the right balance between the cost and efficiency of controls with a view to reducing risk
  • Identify and apply automation measures to test and control activities, where possible
  • Persuade stakeholders of the short- and long-term benefits of thoroughly managing non-financial risks
  • Operate in a large organization and in an international environment.

Education:

Masterโ€™s degree (ideally in economics, law or engineering) or bachelorโ€™s degree with equivalent professional experience

Experience & Knowledge:

More than 10 years of experience in the banking industry in a risk management role (Internal Control, Audit, ORM, Compliance, etc.) or in a business, project or back-office function

Strategic approach to risk management and internal control

Excellent knowledge of the banking activities and of products distributed by ING France and sufficient knowledge on retail products

Good knowledge of European and French banking regulations

Ability to carry on discussions with, and convince, colleagues at every decision level of the organisation

Curiosity and will to learn

Fluent in both written and spoken English
