IT Concepts, a distinguished federal marketplace leader in technology, data, and management consulting services, is seeking an accomplished and driven leader for the role of Director of COCOM/CCMD Programs through award and development. The selected candidate will play a pivotal role in leading the development, implementation, and maintenance of cutting-edge software applications and systems to support operations and strategic objectives across the COCOM/CCMDs. This role requires a strong background in both software development and product management, with a focus on integrating support for technology solutions and application development within DoD environments.

The Director of COCOM/CCMD Programs is tasked with the leadership and management of all enterprise services contracts supporting the COCOM/CCMDs, encompassing a spectrum of IT services support including application development solutions and product management. The Director is also responsible for driving service excellence, fostering client relationships, and ensuring the attainment of revenue and growth targets within the designated sector. By leveraging industry expertise and collaborative leadership, the Director will play a key role in shaping strategic initiatives and driving business expansion opportunities.

Primary Responsibilities:

· Team Leadership: Lead a team of designers, architects, and engineers in the design, development, and deployment of scalable and reliable system applications, incorporating enduring support for technology solutions across various Defense sector information environments.

· Collaboration: Collaborate with cross-functional teams, including product management, IT infrastructure, and business stakeholders, to define requirements, prioritize features, and ensure alignment with business objectives, adhering to the agency and organization’s regulations, directives, and customer procedures.

· Strategic Planning: Develop and execute a comprehensive roadmap for system application development, incorporating agile methodologies and best practices for software engineering, while integrating and delivering an indefinite quantity of research, design, and development of Enterprise Architecture products primarily using the Department of Defense Architecture Framework (DoDAF).

· Service Delivery: Drive innovation and continuous improvement in system architecture, development processes, and technologies, staying abreast of industry trends and emerging technologies, while providing mid- and long-term Enterprise and strategic C4 planning based on understanding of COCOM/CCMD strategies, missions, roles, and functions.

· Process Improvement: Oversee quality assurance processes, including testing, debugging, and performance optimization, to ensure the reliability, security, and scalability of system applications, providing support to develop and assist in Big Data, data handling, data processing, and issues across Defense information environments, particularly in Development Security Operations and Cloud efforts.

· Vendor Management: Manage relationships with external vendors, consultants, and technology partners to augment internal capabilities and deliver high-quality solutions on time and within budget, while providing capability architectures.

· Stakeholder Engagement/Management: Collaborate with internal stakeholders, including senior management, business units, and other development teams. Provide leadership, guidance, and mentorship to team members, fostering a culture of collaboration, innovation, and excellence in software development, while integrating and delivering an indefinite quantity of enduring support to develop, administer, implement, and maintain custom developed applications/databases for the SIE spanning multiple systems and networks.

· Budget Management: Manage the budget for programs/projects within the portfolio, ensuring optimal resource allocation and cost-effectiveness. Monitor financial performance metrics, identify opportunities for margin improvement, and drive cost optimization initiatives to ensure the financial health of enterprise services contracts.

· Risk Management: Identify and mitigate risks related to program delivery, ensuring compliance with security standards, regulations, and best practices.

· Performance Monitoring: Monitor and evaluate the performance of services, using key performance indicators (KPIs) and metrics to measure effectiveness and identify areas for improvement.

· Continuous Improvement: Champion a culture of continuous improvement within the portfolio management function, driving innovation and excellence in service delivery.

· Proposal Development and Presentation: Support the development of competitive proposals and presentations tailored to meet client needs and showcase the value proposition of IT Concepts' enterprise services.

· Account Planning and Marketing Strategy: Develop comprehensive account plans and marketing strategies to drive market positioning, client engagement, and revenue growth within the COCOM/CCMD sector.

Requirements

· Demonstrated Leadership Experience in Software Development and Product Management: The ideal candidate will have a proven track record of success in software development and product management roles, with at least 10 years of experience in a leadership capacity. Experience leading agile software development teams in the Defense sector, with a commitment to agile principles and practices.

· Technical Expertise: Candidates should have strong technical understanding of software development, IT infrastructure, cloud computing, and database management systems. Candidates should have a demonstrated ability managing efforts to translate business requirements into technical solutions, with a focus on delivering value to customers and stakeholders.

· Minimum 10 Years of Experience in the DoD Sector: Candidates should have a minimum of 10 years of experience managing development programs within the DoD sector and at least 5 years' experience with USSOCOM in particular.

· Strong Collaborative Skills: The candidate must demonstrate a strong ability to collaborate effectively within the organization's structure. They should be able to collaborate successfully across verticals and horizontal service lines in alignment with the organization's culture and overall vision.

· Experience in Leading High-Performing Teams: Candidates should have experience in managing and leading high-performing Application Development teams, to include the management of multiple subcontractors, to deliver on program requirements across multiple workstreams.

· Analytical and Problem-Solving Skills: Candidates should have proven analytical and problem-solving skills, with the ability to navigate complex challenges and drive innovative solutions.

· Adaptability and Flexibility: The candidate should demonstrate a high degree of adaptability and flexibility in a fast-paced and dynamic environment.

· Willingness to Travel: The candidate must be willing to travel as required to engage with clients, attend meetings, and participate in industry events.

· Exceptional Understanding of the Vertical Market: Candidates should possess an exceptional understanding of the COCOM/CCMDs and USSOCOM in particular, including market trends, competitive landscape, and client needs within the specified customer space.

· Excellent Communication and Presentation Skills: The ideal candidate will possess excellent communication and presentation skills, particularly in building and maintaining executive-level client relationships, with the ability to effectively interact with technical and non-technical audiences at all levels of the organization.

· Bachelor's or Master's degree in Computer Science, Software Engineering, or a related field. MBA or equivalent experience in product management is a plus.

  • TS/SCI required, with willingness to take a CI Polygraph if needed.
