The Director of Contract Management will be responsible for overseeing all aspects of Contract management, including compliance, negotiation, and administration. In this dynamic and multifaceted role, the Contracts Manager will engage in a wide variety of procurements, ranging from Research & Development (R&D) projects to Programs of Record and License Sales. The position encompasses diverse contract types including Firm-Fixed-Price (FFP), Cost-Plus-Fixed-Fee (CPFF), and Time-and-Materials (T&M), among others. The Contracts Manager will work closely with the legal team to establish standardized agreements and provide guidance to support the company's business and growth objectives. This role involves collaborating with internal teams to establish policies and controls that ensure compliance with the FAR/DFARS and other pertinent rules and regulations applicable to our industry and customers. The ideal candidate will have extensive experience working with government agencies and a strong understanding of government contracting regulations as well as a proven track record of success in managing complex contracts.

Core Responsibilities

  • Manage and participate in the entire contracts lifecycle, from analyzing Request for Proposals (RFP) and solicitations, developing proposal strategies, and conducting compliance reviews to negotiating and administering contracts with U.S. Government, commercial, and academic clients.
  • Ensure adherence to government contracting regulations, including the Federal Acquisition Regulation (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS).
  • Collaborate with the Capture team to develop and submit technical and cost proposals aimed at securing new business opportunities.
  • Develop and maintain relationships with government agencies, contractors, and academic institutions.
  • Negotiate terms, conditions, costs, and prices for a variety of agreements, including government contracts and software license agreements.
  • Provide guidance and support to management and internal teams on government contract-related matters, including contractual rights, obligations, and risk mitigation strategies.
  • Review and analyze government contracts to identify risks and opportunities.
  • Support business development efforts by providing input on contract terms and conditions.

Minimum Qualifications

  • Education Requirements:

  • 10+ years of experience in Government Contract Management

  • BA/BS in Business or related field. JD or MBA a plus.

  • Technical Requirements:

  • Strong knowledge of government contracting regulations, including FAR, DFARS, and ITAR

  • Proven track record of success in negotiations and contracting with an intimate understanding of terms and conditions.

  • Negotiation experience with terms and conditions for software licenses including scope of the license offering.

  • Financial understanding of contracts and business arrangements with the ability to contribute to negotiation strategies.

  • Ability to lead and work within a team, fostering teamwork and trust.

  • Excellent negotiation and communication skills

  • Experience managing a team

  • Experience working with government agencies and subcontractors

  • Excellent time management and organizational skills.

  • Ability to manage multiple contracts simultaneously

  • Additional Requirements:

  • Passion for solving complex problems with little supervision in a fast-moving team.

  • Ability to balance multiple priorities in a fast-paced, highly collaborative, frequently changing, and sometimes ambiguous environment.

  • Excellent analytical, communication, and documentation skills with demonstrated ability to collaborate across multiple teams.

  • Travel Requirements

  • Must be willing to travel as required. (~20%)

  • Location Requirements

  • This a remote position.

  • Security Requirements

  • Must be a U.S. Citizen.

  • Secret Clearance, with Top Secret/SCI eligibility

Preferred Qualifications

  • Education Requirements:
  • Master's degree in Business Administration or related field
  • Certified Federal Contracts Manager (CFCM) or equivalent certification

$160,000 - $230,000 a year

Our compensation reflects the cost of labor across several US geographic markets. The base pay for this position ranges from $160,000/year in our lowest geographic market up to $230,000/year in our highest geographic market. Pay is based on a number of factors including market location and may vary depending on job-related knowledge, skills, and experience. EpiSci is a total compensation company. Dependent on the position offered, equity, sign-on payments, and other forms of compensation may be provided as part of a total compensation package, in addition to a full range of medical, financial, and/or other benefits.
