Reports to: Director of Housing

Salary: PO3, Points 38-41, £37,480 - £40,778 per annum, pro rata

Hours of work: Full Time (37.5 hours per week)

P URPOSE OF THE ROLE:

As our CBSM you will be responsible for ensuring that St Basil’s meets all of the compliance and building safety requirements set out in legislation, Approved Codes of Practice (ACOP) and other best practice guidance. You will be the expected to lead, deliver and manage all periodic surveying, risk assessing, testing and servicing to meet our compliance obligations and you will provide expert advice on compliance and building safety to St Basil’s staff, the Senior Leadership Team and the Board of Directors.

Our CBSM will build and maintain relationships with our partner organisations and will work with them to ensure they discharge their compliance and building safety responsibilities. You will have full responsibility for delivering St Basil’s compliance and building safety services and will be confident procuring and managing contractors to deliver compliance and building safety services and works. Our CBSM will work closely with colleagues across Property Services, Health & Safety and staff at our front-line sites to ensure that all residential and commercial properties meet their legal requirements and our residents and staff consistently receive an outstanding service. The CBSM will understand the importance of accurate asset and compliance data and will ensure that St Basil’s compliance and building safety data is accurate, provides the required level of assurance and informs decision making.

You will be comfortable presenting to board committees and resident groups and you will have a strong understanding of all current regulations, ACOPs and best practice relevant to compliance and building safety along with a strong understanding of the requirements which the Regulator of Social Housing expects Registered Providers to meet. The post holder will be subject to an enhanced DBS check. The role will be primarily site based with regular travel to our properties. It will be possible for the successful applicant to work at home on occasion but this will be subject to satisfactory performance and business needs.

QUALIFICATIONS

Essential:

• GCSE (or equivalent) English and Maths at grade C or above
• Level 4 Diploma in Asset Building Management Compliance (relevant professional experience will be considered in lieu of this qualification)

Desirable:

• Qualified to P405 Management of Asbestos in Buildings
• Membership of ASCP, IFE, IFSM, CIOB, RICS or another relevant professional body
• Fire Safety Management Diploma

EXPERIENCE

Essential:

• Experience of managing building safety and compliance within a housing organisation in the social or private sectors including gas safety, electrical safety, fire safety, water hygiene, asbestos and lifting equipment.
• Experience of procuring and managing contractors to deliver goods, services and works relevant to compliance and building safety
• Experience of working within a performance focused environment with a proven track record of successfully meeting performance targets and key performance indicators
• Experience of negotiating with and influencing key internal and external stakeholders to deliver compliance and building safety outcomes

Desirable:

• Experience of using compliance and building safety management IT systems and other digital tools
• Experience of public sector procurement
• Experience of managing JCT contracts relevant to compliance and building safety

KNOWLEDGE

Essential:

• Current knowledge of building safety and compliance legislation, approved codes of practice and best practice
• Current knowledge of fire safety legislation and best practice
• Current knowledge of the regulatory framework for registered providers
• Current knowledge of health, safety and compliance requirements for registered providers.
