Job Description:

Location: The Philippines is the strongly preferred location but we will consider applications from other countries where World Vision International (WVI) is registered to operate.

Under the guidance of the New Business Development Director, this position will analyse trends in official development assistance (ODA) and World Vision’s internal data to inform the resource acquisition efforts of various teams within World Vision at global and national levels.

The position will also assist teams in identifying potential funding opportunities in select funders’ pipelines. Initially, the focus of this pipeline monitoring will be the World Bank, African Development Bank, Asian Development Bank, and Inter-American Development Bank.

Key Job Responsibilities:

(a) Develop and maintain a detailed familiarity with key external and internal data sources for donor landscape analysis, including;

• Organisation for Economic Co-operation and Development (OECD) Creditor Reporting System (CRS) and Development Cooperation Profiles.
• International Aid Transparency Initiative (IATI) with its Data Store and D-Portal interface.
• Other sites such as; donortracker.org, devex.com, Development Initiatives, etc.
• World Vision’s financial data sources

(b) With the guidance of the Business Development Director, develop and maintain suites of PowerBi reports that blend internal and external data to help colleagues gain insight on funding trends. This will include;

• Consulting with potential users on their needs.
• Developing (semi)automated methods of gathering data from relevant sources.
• Support the improvement of business planning tools and resources.
• Designing PowerBi reports that present the data clearly and enable customization by users.
• Orienting users on the PowerBi reports.

(c) “Select funders” in the list below refers to the World Bank, African Development Bank, Asian Development Bank, and Inter-American Development Bank. The list may evolve over time;

• Develop and maintain a detailed familiarity with the project lifecycle of the select funders and how early intelligence can be gathered from publicly available sources – e.g. funders’ project database and document repository.
• Notify relevant teams when a select funder is revising its sector or country strategy. Assist the team(s) with analysing the strategy document to identify areas that may align well with World Vision’s engagement and resource acquisition plans for that sector/country.
• Notify relevant teams when a select funder is developing/approving a new project or funding initiative. Assist the team(s) with analysing the project/initiative description (e.g. Project Concept Note, Project Appraisal Document, etc) to identify areas that may align well with World Vision’s engagement and resource acquisition plans for that sector/country.
• Notify relevant teams when a select funder issues a procurement notice or call for proposals. Assist the team(s) with analysing the notice (e.g. general procurement notice, request for expressions of interest, request for proposals, etc) to facilitate the Go/No-Go decision

(d) Other assistance to the New Business Development Director and other key stakeholders on issues related to analysing internal and external funding trends and identifying specific funding opportunities

Required Education, Knowledge/Skill & Experience for the Role:

• Excellent skills in structured problem solving and ability to perform complex analyses and draw meaningful and actionable insights.
• Proven technical expertise on Data Transformation, Data flows, Application Programming Interface (API), Financial Reporting and Data Visualization.
• Proven expertise in and advanced skills in PowerBI Data modeling or related systems.
• Proven ability to write complex DAX or related code for data manipulation
• Strong ability to understand multiple data sources and how they relate to each other
• Strong technical skills in Microsoft Office (especially MS Excel)
• Strong technical skills in Sharepoint and MS Teams preferred.
• Strong communication skills, both verbal and written; ability to communicate technical information to non-technical audiences.
• Demonstrated ability to think independently and recommend best practices
• Superior organization, prioritization, and self-motivation skills.

Preferred Experience, Knowledge and/or other Qualifications:

• Knowledge of official development assistance (ODA) landscape.
• Knowledge of grant acquisition lifecycle, including donor cultivation, positioning, proposal development, etc.
• Knowledge of World Bank, African Development Bank, Asian Development Bank, and/or Inter-American Development Bank project lifecycles and other processes.

Required Language, Travel and/or Work Environment Accommodations:

• English is required.
• Ability to read French, Spanish, and/or Portuguese will be an advantage.
• Willing and able to overlap at least 3 hours per day with North America Central Time Zone’s working day (7am – 5pm) at least 3 days per week (Monday - Friday).
