$7,013 - $10,602**/per month Non-PERS Rate**

The Application Developer role is essential to the custom applications and solutions services we provide to the agency. We are hiring three developer positions focused on moving our digital products from legacy to modern technologies. Two of these positions will be critical for modernizing our current Elections solutions, the other will focus on modernizing Archives and Audits solutions with a focus on the Power Platform. All three of these positions are crucial for delivering timely, secure, modern, cross-platform, accessible, and performant solutions.

**WHAT YOU WILL DO:

You will be working with an Information Systems Division team comprised of talented, hardworking, and driven IT professionals including architects, engineers, and developers that are tasked to deliver and maintain custom applications, products, and solutions for the agency.

In this role as an Application Developer, you will be part of the Application Development team and will function as the expert for your assigned solutions and services. These positions are considered full-stack which includes translating the application architecture, planning, and design into functional and maintainable solutions.

As we are modernizing our applications and solutions, with the assistance of our Front-end and UI/UX Engineers, you will also be responsible for constructing and maintaining the presentation layer of future applications as well as assisting the Application Development team maintain and enhance any previously constructed solutions.

This is accomplished in part by, but not limited to:

  • Collaborating with Application Development architects, engineers, and developers to build and maintain custom applications and solutions.
  • Collaborating with Application Development architects and engineers to incorporate selected JavaScript frameworks and client-side, server-side, modules, or related technologies for building the UI presentation layers of solutions.
  • Developing, enhancing, maintaining, and documenting custom solution related work using agency development tools and technologies. Utilizing specialized software tools to translate requirements into applications.
  • Working with UX designers and architects to plan, design, and implement the end-user experience into the UI for individual agency solutions. Participating with solution architects, engineers, and developers in the code review process and maintain version control of solutions assigned.
  • Identifying software testing coverage gaps and recommending and assisting the QA testing team in the development of adequate and effective code coverage test automation creation. Performance tuning various system components and resolving general application and system problems.

(a) Six (6) years of information systems experience in application or software development/engineering. Experience must include responsibilities for planning, designing, developing, and maintaining software.

OR

(b) An Associate's degree or higher in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field;
AND
four (4) years of information systems experience in application or software development/engineering. Experience must include responsibilities for planning, designing, developing, and maintaining software.

OR

(c) A Bachelor's degree in Information Technology, Computer Science, or related field
AND
two (2) years of information systems experience in application or software development/engineering. Experience must include responsibilities for planning, designing, developing, and maintaining software.

OR

(d) Master's degree in Information Technology, Computer Science, or related field
AND
one (1) year of information systems experience in application or software development/engineering. Experience must include responsibilities for planning, designing, developing, and maintaining software.

As the most competitive candidate, your application will demonstrate the following requested skills and experience:

  • Demonstrated skills in communication, verbal and written, with the ability to create presentations of technical subject matter, for both technical and non-technical audiences, that translates critical information effectively.
  • Strong leadership, interpersonal, and conflict management skills with the ability to establish and maintain effective working relationships with superiors, peers, business partners, and other agencies including the public.
  • Planning skills with demonstrated ability to manage and prioritize multiple operational and project tasks at once, including responsibilities under conflicting and time-sensitive deadlines.
  • Ability to explain complex software development concepts to general IT team members and complex technical issues to non-technical business partners.
  • A clear understanding of the relationship between the Software Development Lifecycle (SDLC), front-end and back-end application layers, user interface and user experience, and application programming interfaces.
  • Knowledge of software security best practices and experience implementing security measures into software maintained.
  • General knowledge of front-end frameworks including experience maintaining the presentation layer of software.

Preference may be awarded for professional experience with JavaScript front-end frameworks and/or Microsoft technologies (C#, .NET).
