[What the role is]
Lead the Service Strategy team to achieve better outcomes for persons who use social services, so that these service users are empowered to live with dignity. The team will develop the service and service delivery strategies of NCSS by
a. Partnering stakeholders to align and deconflict sector and sub-sector plans;
b. Collecting and analysing data to identify service gaps and opportunities; and
c. Anticipating and addressing trends that impact the sector in the future.
Take care of the Service Strategy team by creating a culture where colleagues work, learn and play together; and grooming junior and future leaders. Also support the Division, Group and NCSS.
[What you will be working on]
Sync NCSS/SPFG’s plans to strengthen service delivery with wider sector
- Engage policy/planning counterparts in MSF, MOH/AIC and other stakeholders regularly to keep abreast of policy developments
- Work with stakeholders to align/complement reviews (e.g., MSF Family landscape) and development plans (e.g., MSF Masterplan)
- Negotiate and liase with stakeholders on service improvements for their programmes
- Staff CE/DCE/GD on WOG Committees and platforms
Develop Service priority areas and / or emerging needs
- Develop a good understanding of landscape for service delivery (e.g., Social Enterprise and pte providers)
- Analyse existing research and identify new lines of inquiry with TSRD and other data/policy owners
- Conduct data collection (both quant and qual) if necc to increase NCSS’s service knowledge
- Consolidate findings and identify priority areas
Develop longer-term service delivery strategies. through Futures work
- Work with SPO to identify trends that will impact service delivery
- Construct sign-posts to monitor trends for Singapore
- Draw implications and develop contingency plans
Corporate functions:
- - Secy for Services Committee and Group Bilat meetings (CaG, PEG)
- Workplan Coordination & Corp KPI reporting
- - Strategic comms for Group and NCSS website
- Curate meeting agendas strategically with NCSS Groups and WOG partners
- Plan and coordinate Services Group's annual workplan, including submission of workplan materials to SPO
- Develop and coordinate Services Group's strategic comms
Project management
- Supervise the management of projects, ensuring the team is well resourced, procurement and financial procedures are followed, and project milestones and met timely.
- Oversee team in managing vendors and research assistants, planning project timeline and supervise team in execution to meet milestones timely
- Ensure team to prepare documents and compliance with administrative and regulatory requirements (e.g. procurement; ethics; PDPA), and achieve budget marksmanship.
Team Management
- Maximise team performance, develop and guide staff to their potential
- Plan and drive team’s workplan, including prioritisation of projects, resourcing the team adequately to function effectively.
- Monitor staff work outputs and performance, and provide regular feedback to ensure alignment
- Motivate and encourage team members to perform individually and as a team
- Supervise and guide team members in their career development. This includes regular supervision and coaching, performance reviews, career planning
